A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR SECTION 4A ECONOMIC DEVELOPMENT CORPORATION TO ENTER INTO A CONTRACT WITH THE FLOR GROUP TO DEVELOP AND IMPLEMENT A DIRECT MARKETING CAMPAIGN TO SCHEDULE AND ARRANGE MEETINGS WITH COMPANIES NATIONALLY AND INTERNATIONALLY THAT ARE CONSIDERING AN EXPANSION OR RELOCATION, AND WILLING TO CONSIDER PORT ARTHUR, TEXAS AS A POTENTIAL LOCATION IN THE AMOUNT OF $12,500 PLUS $500 PER QUALIFIED LEAD; THE GOAL IS A MINIMUM OF 8-10 MEETINGS AND PAEDC WILL MAKE DETERMINATION TO WHETHER THE MEETING WAS QUALIFIED OR NOT. ACCOUNT NO. 120-1429-582.59-06 WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation (PAEDC) requests to market and advertise Port Arthur as a place to do business on a global market level highlighting our economic incentives and promoting these incentives nationwide so that companies build and/or relocate to the Port Arthur area; and WHEREAS, the FLOR GROUP is a global company offering PAEDC direct contact with companies Nationally and Internationally that are considering an expansion or relocation, and willing to consider Port Arthur, Texas as an area to relocate or expand; and WHEREAS, at its regular board meeting on December 4, 2017 the PAEDC Board of Directors voted to enter into a contract with the FLOR GROUP to carry out their obligation to implement and develop a direct marketing campaign for the sole purpose to arrange meetings with companies Nationally and Internationally that are considering an expansion or relocation, and willing to consider Port Arthur, Texas as a potential location; and WHEREAS, the cost for this targeted campaign with target industry prospects is $12,500 plus $500 per qualified (as shown in Exhibit A) lead and based on Port Arthur's geographic location, as well as our ability to move product faster and more cost effectively we need to be able to recruit new companies that fit the demand of our economy as well as our workforce to continuously identify our return on investment(ROI) and grow our economy. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council of the City of Port Arthur approves the PAEDC to enter into service agreement with the FLOR GROUP in the amount of$12,500 plus $500 per qualified meeting. Section 3. That a copy of the caption of this Resolution shall be spread upon the Minutes of the City Council. (hereinafter referred to as "iGroups"), a California corporation, and XXX (hereinafter referred to as "Client"). WHEREAS, iGroups agrees to provide services to Client. WHEREAS, Client agrees to retain the services of iGroups and to immediately pay invoice upon receipt. iGroups will implement the services listed below, which meet the following criteria: Target Industries: TBD Targeted Geographical Regions: National/International Services: National/International Conference Calling Prospect Development '1. Marketing Branding and Message Development: We work with you to develop the most appropriate brand and message which best communicate the targeted message and present your region as the best alternative for your target industries. 2. Multi-Channel Marketing Strategy: Using the developed brand and message, we create a direct mail letter, email newsletter, telemarketing script, and website to provide precise information which demonstrates your region is ideally suited for your target industry's specific wants and needs. The direct mail letter will personally address the key executive and will contain the website link, email address and toll-free number which are setup in your name, but monitored by FLOR Group Associates. The email newsletter includes the toll-free number and embedded website link which we deliver directly to the computer or mobile device of the researched key executives to request a conference call. We utilize in-house telemarketers; however, we resource and closely monitor US-based, English-speaking professionals when necessary. The website includes various pages relevant to your target industries, a convenient contact form, email address, and toll-free number. 3. Marketing Campaign: We will develop a comprehensive list of North American and International companies in your target industries to acquire complete contact information of up to 30,000 key executives (CEO, COO, President, VP of Business Development, VP of Corporate Real Estate, etc.). We will utilize our multi-channel marketing strategy to promote your region as a destination location for these target industries to arrange qualified conference calls with those who request to speak with you. As calls are confirmed, calendar invites are sent to all parties which provide direct contact information and an email notification 30-minutes before the call. 4. Deliverables: We provide an updated company information report and itinerary as new calls are confirmed. The company information report contains the following for each company: Company Name, Conference Call Date and Time, Phone Number, Physical Address, Website, Year Established, Annual Sales, Number of Employees, Time Frame, Type of Project, Project Location, Job Creation, Details of Type of Business; as well as the Main Contact's name, title, email address, and comments. The itinerary contains: Company Name, Conference Call Date and Time, Main Contact's name, title, and phone number, and company website. A minimum of 8 (eight) qualified prospects will be provided. The prospect will be considered qualified if it meets the following criteria: The company is considering moving or expanding their business within the next 2 years, willing to consider your region as a possible location, and willing to speak with you. Client agrees to allow iGroups to feature client name and created marketing materials on iGroups promotional materials.
