HomeMy WebLinkAboutPO 6665: POLICE DEPARTMENT STAFFING 4\�\ 11111i// -'--: sow"),%---- City of 7=7. ;m iga r or( rtlrrrr 7i'vas www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: December 6, 2017 To: The Honorable Mayor and City Council Through: Harvey Robinson, Interim City Manager From: Patrick Melvin, Chief of Police RE: P.O. 6665 —Police Department Staffing Introduction: The intent of this ordinance is to seek the City Council's approval to increase the authorized number of sworn officers allotted to the Police Department from 128 to 131 by adding one (1) Lieutenant and two (2) Sergeant positions. Background: The Police Department currently has a staffing allotment of 128 sworn officers. We are requesting to add an additional Lieutenant and two (2) Sergeants to the current personnel, raising our allotment to 131 sworn officers. The Lieutenant would be assigned over the following specialized units: Narcotics, Street Crimes and Community Response. There is currently only one Sergeant assigned to Community Response and the Police Department is wishing to reinstate the Street Crimes Unit in response to the ongoing pockets of criminal activity throughout the City. This Unit will have the ability to concentrate their efforts on specific issues. The Narcotics and Community Response Unit currently answer directly to the Lieutenant of the Criminal Investigative Division; there will be a higher level of efficiency and effectiveness by have one Lieutenant concentrate specifically on our specialized units. One of the Sergeant positions will work directly under this Lieutenant over the Street Crimes and Narcotics Unit, keeping a manageable span of control. The other Sergeant position will be assigned to the F.B.I Joint Terrorism Task Force. With the amount of critical infrastructure within our jurisdictional boundaries, it is important to the safety of the City and our citizens to have a representative from our agency with decision making ability be a part of this task force. Budget Impact: The annual salary and total benefit package for one entry level Sergeant position is $124,320.74. The annual salary and total benefit package for one entry level Lieutenant is $135,326.50. The total annual budgetary impact for the three positions is $383,967.98. However, due to the cost savings caused by the staffing shortfall,the Police Department does not expect this impact to affect the current fiscal year's personnel budget. The funding for these newly created positions would come from account 001-1101-521.11-00. Recommendation: It is recommended that City Council approve the increase the authorized number of sworn officers allotted to the Police Department from 128 to 131 by adding one (1) Lieutenant and two (2) Sergeant positions. as discussed and/or outline above. AN ORDINANCE DELINEATING THE NUMBER OF AUTHORIZED POLICE OFFICER POSITIONS IN THE POLICE DEPARTMENT . WHEREAS, the Police Chief has requested an additional Police Lieutenant and two (2) Police Sergeant positions to restructure the Police Department. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct. Section 2 . That the following positions are currently authorized: Classification Number of Officers Police Officer 104 Police Sergeant 13 Police Lieutenant 7 Police Captain 0 Deputy Chief 3 Chief of Police 1 Total 128 Section 3 . That after passage of this ordinance the number of authorized positions in the Police Department in each classification shall be as follows: Classification Number of Officers Police Officer 104 Police Sergeant 15 Police Lieutenant 8 Police Captain 0 Deputy Chief 3 Chief of Police 1 Total 131 Section 4 .
