RE: Proposed Resolution#20035—2019 S.T.E.P. Grant Application
Nature of the Request
The Police Department is seeking from City Council permission to support the acceptance
of the Texas Department of Transportation 2019 Selective Traffic Enforcement Program
(S.T.E.P.) grant. Our department has been allocated $46,720 by the State.
Staff Analysis,Considerations:
Selective Traffic Enforcement Program (STEP) projects reimburse for overtime activities
by local law enforcement to reduce the incidence of speeding, failure to use occupant
restraint systems, intersection traffic control violations, distracted driving, driving while
intoxicated, and/or driving under the influence of alcohol by a minor. All hours worked and
activity conducted in furtherance of the S.T.E.P. program will be compensated through the
grant. These activities are recorded and reported to the Texas Department of
Transportation.
Recommendations:
It is recommended that the City Council authorize the Police Department to support the
acceptance of the Texas Department of Transportation 2019 S.T.E.P. grant.
Budget Considerations:
This grant funding has a 23.49%in-kind match of$11,661.07. This match will be in the
form of existing fringe benefits and administrative functions. There will be no actual
additional expenditures in fulfillment of this match other than normal operating expenses.

A RESOLUTION SUPPORTING THE ACCEPTANCE OF THE FISCAL
YEAR 2019 TEXAS DEPARTMENT OF TRANSPORTATION
SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (S.T.E.P. )
GRANT IN THE AMOUNT OF $49, 645 . 01, WITH A 23% IN-
RIND MATCH.
WHEREAS, the Texas Department of Transportation advised
the FY 2019 Selective Traffic Enforcement Program allocation
for the City of Port Arthur was $49, 645 . 01; and
WHEREAS, in order to receive the aforesaid allocation, it
is necessary that the Police Department make application
through the Texas Department of Transportation; and
WHEREAS, the purpose of the program is to reduce the
incidence of speeding, failure to use occupant restraint
systems, intersection traffic control violations, distracted
driving, driving while intoxicated, and/or driving under the
influence of alcohol by a minor; and
WHEREAS, the Selective Traffic Enforcement Program
campaigns are conducted throughout the annual grant period
from October 1, 2018 to September 30, 2019 and centered around
areas prone for traffic accidents; and
WHEREAS, the Selective Traffic Enforcement Program Grant
allocation for the City of Port Arthur of $49, 645 . 01 requires
a 23% in kind match of $11, 661 . 07 ; and
WHEREAS, the in-kind grant match will be in the form of
existing fringe benefits and administrative functions with no
actual additional expenditures in fulfilling the match
requirement .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to make
application for Fiscal Year 2019 Texas Department of
Transportation Selective Traffic Enforcement Program
(S .T.E. P. ) Grant .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .

SELECTIVE TRAFFIC ENFORCEMENT PROGRAM
The goal of the Selective Traffic Enforcement Program (STEP) is to reduce
fatalities on Texas roadways. Texas leads the nation in traffic fatalities and
injuries year after year.
STEP grant funding assists in paying for overtime activities by local law
enforcement and should focus on reducing the incidences of speeding, driving
while intoxicated, failure to use occupant restraint systems, intersection traffic
control violations and enforcement of state and local ordinances on cellular
and texting devices.
• Proposers are required to contribute at least 20% of the total budget in
approved match.
• Proposers are required to maintain an average of at least a 2.5 vehicle
stops per enforcement hour.
• All enforcement activities must be initiated within, or in route to, an
established Enforcement Zone as outlined in the grant's Operational
Plan.
Grant funding is determined using a rolling three-year average of fatal and
serious crash data reported by the grantee's agency to Crash Records
Information System (CRIS). Funds are weighted and averaged against all crash
data collected throughout the state and distributed accordingly.
