A RESOLUTION APPOINTING REPRESENTATIVES TO THE SOUTH EAST
TEXAS REGIONAL PLANNING COMMISSION EXECUTIVE COMMITTEE
(REQUESTED BY MAYOR FREEMAN)
WHEREAS,the South East Texas Regional Planning Commission(SETRPC) is a voluntary association
of local governments that serves an area composed of Hardin, Jefferson and Orange Counties; and
WHEREAS, the Planning Commission was established in June, 1970 under authority provided by the
Texas Legislature in 1965; and
WHEREAS, each of the Regional Councils were founded for the purpose of solving area wide
problems by promoting intergovernmental cooperation and coordination, conducting comprehensive regional
planning, and providing a forum for the discussion and study of area issues; and
WHEREAS, pursuant to the South East Texas Regional Planning Commission Bylaws there shall be an
Executive Committee consisting of the following:
• Each county shall have five (5) representatives who shall be the elected officials of the counties as
set forth in Article IV hereof
• Each member city shall have two (2) representatives, the mayor or his alternate and one (1)
councilman or alderman or his alternate, who shall be appointed by the respective city governing
body.
• School districts shall have one (1) representative from each member school district.
• All water and sewer districts (including fresh water supply districts) shall have (1) representative
from each member water and/or sewer district.
• All other special districts (including port authorities, river authorities, soil and water conservation
districts and drainage districts) shall have (1) representative from each member district.
WHEREAS, Mayor Derrick Freeman will serve as a representative and is recommending
Councilmember Charlotte Moses for appointment as an additional representative to the South East Texas
Regional Planning Executive Committee; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That Mayor Freeman and Councilmember Moses are herein appointed as representatives
of the South East Texas Regional Planning Commission Executive Committee for the City of Port Arthur.
Section 3. That a copy of this Resolution be spread upon the Minutes of the City Council.
