Saunders, Civic Center Directo RE: Historic Rehabilitation of Rose Hill Manor PR 19957 Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to enter into a contract with Hampshire Roofing Co, LLC of Lumberton, Texas for removal, repair and reinstallation of windows, renovation work on balcony gutter and new gutters and downspouts at Rose Hill Manor in the amount of$100,000.00 from Hotel Occupancy Tax Account No. 140-1405-551.59-00, Project No. M97908. Due to the historical nature of these repairs, specific steps must be taken to insure the historical integrity of the building. This must be done by certified contractors. Because of these specifics, the cost of repairs is greater than normal work. There are also a limited number of qualified contractors. Although a number of these qualified contractors were contacted and attended the pre-bid meeting, we received only one bid for this project. LaBiche Architects are advising on this project and they recommend acceptance of this bid. Background: Rose Hill Manor has a lot of needed repairs. The windows, gutters and downspouts have been designated as the most important repairs. These repairs will help prevent water intrusion. The City has been waiting for the Texas Historical Commission to approve the plans for repairs to Rose Hill Manor. This has been approved and the City is able to begin making repairs as funding permits. M97908 WHEREAS, pursuant to Resolution No. 16-246, the City Council authorized a contract with the LaBiche Architectural Group, Inc. to develop professional plans for repairs to Rose Hill Manor and submission to the Texas Historical Commission; and, WHEREAS, the prevention of water intrusion is the most pressing repair issue; and, WHEREAS, the removal, repair and reinstallation of windows and renovation work on balcony gutter and new gutters and downspouts will prevent water intrusion; and, WHEREAS, due to the historical nature of these repairs, specific steps must be taken to insure the historical integrity of the building, with the work being done by a certified contractor; and, WHEREAS, this work must be done by a certified contractor; and WHEREAS, the City's Purchasing Department advertised in the Port Arthur News on August 16th and 20th, 2017, for the historic rehabilitation of Rose Hill Manor by the removal, repair and reinstallation of windows, and renovation work on the balcony gutters and new gutters and downspouts for the prevention of water intrusion; and, s.pr19957 P.R. No. 19957 02/05/18 AJS/gt PAGE 2 of 4 WHEREAS, competitive sealed bids were opened from companies submitting bids for Rose 1-lill Manor on September 27, 2017; and, WHEREAS, The LaBiche Architectural Group, Inc. examined the bids and determined that Hampshire Roofing Co., LLC of Lumberton, Texas, is a certified contractor and is the lowest and most responsive bidder in the amount of $100,000.00, as delineated in the bid tabulation, and recommendation of Dohn H. LaBiche dated September 28, 2017, attached as Exhibit "A"; and, WHEREAS, the City of Port Arthur desires to enter into a contract with Hampshire Roofing Co., LLC of Lumberton, Texas, a certified contractor, in substantially the same form as attached hereto as Exhibit "B", for the removal, repair and reinstallation of windows, and renovation work on the balcony gutters and new gutters and downspouts for the prevention of water intrusion at Rose Hill. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct. THAT, the bid documents submitted by Hampshire Roofing Co., LLC are attached hereto as Exhibit "B". FIELD FINDINGS Ms. Charisse Crochet conducted the limited asbestos survey on August 14, 2017. Ms. Crochet is licensed as an Asbestos Inspector(license no. 60-3246) and her license is included in Appendix C. Each suspect material was properly wetted prior to sample collection. Samples were carefully placed in asbestos sample bags. The bags were then wiped, sealed and labeled for transport to the licensed laboratory for analysis. A chain of custody accompanied the samples to the laboratory. A total of six bulk asbestos samples(12 layers)were collected from two homogeneous materials. The two materials sampled did not contain greater than 1% asbestos. In accordance with the Environmental Protection Agency(EPA), materials containing greater than 1%asbestos by weight are considered asbestos-containing materials. The homogeneous materials were then assessed in terms of friability, condition and, if applicable, quantity. The term friable means any material that,when dry. can be reduced to powder using only hand pressure. Cr. te 11592 EXHIBIT B 1 of 1 EXHIBIT C HISTORIC REHABILITATION OF ROSE HILL MANOR AIA — A101-2007 10.17.17 INSURANCE: All insurance must be written by an insurer licensed to conduct business in the State of Texas, unless otherwise permitted by Owner.The Contract shall,at his own expense,purchase,maintain and keep in force insurance that will protect against injury and/or damages which may arise out of or result from operations under this contract, whether the operations be by himself or by any subcontractor or by anyone directly or indirectly employed by any of them, or by anyone for whose acts any of them may be liable, of the following types and limits 1. Standard Worker's Compensation Insurance: 2. Commercial General Liability occurrence type insurance City of Port Arthur, its officers, agents, and employees must be named as an additional insured): a. Bodily injury$500,000 single limit per occurrence or$500,000 each person/$500,000 per occurrence for contracts of$100,000 or less; or Bodily injury$1,000,000 single limit per occurrence or$500,000 each person/$1,000,000 per occurrence for contracts in excess of$100,000; and, b. Property Damage $100,000 per occurrence regardless of contract amount; and, c. Minimum aggregate policy year limit of$1,000,000 for contracts of $100,000 or less; or, Minimum aggregate policy year limit of$2,000,000 for contracts in excess of$100,000. 3. Commercial Automobile Liability Insurance (Including owned, non-owned and hired vehicles coverage's). a. Minimum combined single limit of$500,000 per occurrence, for bodily injury and property damage. b. If individual limits are provided, minimum limits are $300,000 per person, $500,000 per occurrence for bodily injury and $100,000 per occurrence for property damage. Contractor shall cause Contractor's insurance company or insurance agent to fill in all information required (including names of insurance agency, contractor and insurance companies, and policy numbers, effective dates and expiration dates) and to date and sign and do all other things necessary to complete and make into valid certificates of insurance and pertaining to the above listed items, and before commencing any of the work and within the time otherwise specified, Contractor shall file completed certificates of insurance with the Owner. EXHIBIT C 1 of 2 EXHIBIT C HISTORIC REHABILITATION OF ROSE HILL MANOR AIA—A101-2007 10.17.17 None of the provisions in said certificate of insurance should be altered or modified in any respect except as herein expressly authorized. Said CERTIFICATE OF INSURANCE Form should contain a provision that coverage afforded under the policies will not be altered, modified or canceled unless at least fifteen (15) days prior written notice has been given to the City of Port Arthur. Contractor shall also file with the City of Port Arthur valid CERTIFICATE OF INSURANCE on like form from or for all Subcontractors and showing the Subcontractor (s) as the Insured. Said completed CERTIFICATE OF INSURANCE Form (s) shall in any event be filed with the City of Port Arthur not more than ten (10) days after execution of this Contract. EXHIBIT C 2 of 2
