A RESOLUTION SUPPORTING A LETTER OF COMMITMENT FROM
THE CITY OF PORT ARTHUR FOR A HOUSING AND URBAN
DEVELOPMENT (HUD) ENVISION CENTER DEMONSTRATION
(REQUESTED BY MAYOR FREEMAN)
WHEREAS, the HUD Office of the Secretary recently announced
a new Envision Center demonstration; and
WHEREAS, communities who are participating in one or more
Federal place - based initiatives and are interested in being
considered for the demonstration are encouraged to submit a
Commitment Letter; and
WHEREAS, the Envision Center demonstration focuses on
empowering people to leave HUD - assisted housing through self-
sufficiency to become responsible homeowners and renters in the
private market; and
WHEREAS, the Port Arthur Housing Authority has requested a
Commitment Letter from the City of Port Arthur.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:

The participating Private/Non- Profit Organization of 360 Cradle 2 Careers with the support of the City
of Port Arthur and Housing Authority/Housing Commission/Tribally Designated Housing Entity of
Housing Authority of the City of Port Arthur are committed to enhance economic mobility and
identifying skills gaps that exist in our community among distinct neighborhoods and demographics,
the resolution of which will support long-term, sustainable employment that places low-income
individuals and families on track to become self-sufficient.
We commit to:
1) developing and implementing a plan to promote and expand economic mobility that formalizes
the participation of community stakeholders, describes gaps in current service delivery models,
identifies a physical location (s) which can act as a shared services site to house an EnVision Center(s),
and outline specific benchmarks and goals for the EnVision Center Initiative in our community.
2) realizing the Office of American Innovation's vision, especially, developing "workforce of the
future veterans, creating transformational infrastructure projects, implementing regulatory and process
reforms, creating manufacturing jobs, and addressing the drug and opioid epidemic.

Public and private resources will be mobilized to expand and improve the delivery of services
provided within the EnVision Center.
I have a wonderful program that would be a great partner for an EnVision Center. How should I
proceed?
The best way to proceed is by contacting the Anchor Partner in your region.
Who staffs EnVision Centers? How do I apply for a job at an EnVision Center?
EnVision Centers are staffed by non-profit organization employees, public volunteers, and
public-private service providers that donate their resources. For information about
employment, contact the Anchor Partner in your region.
Who are the partners for the EnVision Centers?
EnVision Center partners include both corporate and non-profit organizations. The partners
vary across regions and EnVision Centers.
How are the EnVision Centers self-sustaining?
The EnVision Centers are self-sustaining through the application of resources and
implementation of services provided by various partners.
Will the success of EnVision Centers be tracked?
In partnership with appropriate federal, state and private organizations, HUD's Department of
Policy and Research will evaluate the impact towards achieving EnVision Center goals.

Where are the EnVision Centers located?
The EnVision Centers will operate within communities where there is a high concentration of
public and low-income housing.
Do you have to pay to participate in EnVision Center programs?
There are no costs to the primary programs of the EnVision Center.
What are the target populations for the EnVision Centers?
Each EnVision Center will build its target demographics based on the assessed needs of the
community. However, in general terms, EnVision Centers aim to work with people of all ages
who rely on housing assistance:

Communities who are participating in one or more Federal place-based initiatives and are
interested in being considered for the demonstration are encouraged to submit a commitment
letter by February 12, 2018.
The EnVision Center demonstration focuses on empowering people to leave HUD-assisted
housing through self-sufficiency to become responsible homeowners and renters in the private
market. EnVision Centers will provide communities with a centralized hub for support in the
following four pillars: (1) Economic Empowerment, (2) Educational Advancement, (3) Health
and Wellness, and (4) Character and Leadership. As part of this demonstration, HUD will
provide technical assistance, evaluation and monitoring, access to online resources such as the
EnVision Center mobile application, access to stakeholder offerings made available to
participating communities and a network of support from HUD's departments to ensure that all
relevant HUD knowledge resources are made available to participating communities.
To find out more information about the Envision Center demonstration, please see the notice in
the Federal Register and the EnVision Centers website. Communities seeking to participate in
this demonstration must submit a Commitment Letter with the information required by the
Federal Register Notice to EnVisionCenterDemonstration@hud.gov. An example commitment
letter provided by the Office of the Secretary is attached. Interested communities are
encouraged to submit commitment letters by February 12, 2018.
How is an EnVision Center different from a Community Center?
Success will be measured based on outcomes not participation. EnVision centers will track
success not by the number of people who walk through the door, rather success is measured by
the number of people who are moved to self-sufficiency because of their involvement in
EnVision Center programming. The questions that matter are; how many participants receive
long term jobs, attain GEDs, earn a college diploma, start an income generating business?
What are the focus areas of EnVision Centers?
EnVision centers have four distinct focus areas: (1) Economic Empowerment, (2) Educational
Advancement, (3) Character & Leadership and (4) Health & Wellness.
What types of organizations can be EnVision Center Partners?
EnVision Centers are built on public-private partnerships formed between non-profit
organizations, federal, state and local government agencies, CDC's, PHA's, housing finance
agencies, and faith-based groups.

What is the purpose of the mobile app?
The purpose of phase one of the mobile app is to provide easy access to government services
that promote self-sufficiency.

features, phases 2 and 3 will expand the services of the app to include non-government
programs that promote self-sufficiency.
