RE: PR 20132, Firefighter Positions
Introduction:
The intent of this Agenda Item is to seek the City Council's approval to allow the Fire
Department hire over the authorized number of Firefighter positions to temporarily cover
vacancies in higher ranks.
Background:
The Fire Department currently has six (6) vacant positions, five (5) Captains and one (1)
engineer. There is a current Civil Service eligibility list for new hires, but no eligibility list for
higher ranks. Hurricane Harvey destroyed study material for the promotional exams and no
test is scheduled at this time. The Fire Department would like to hire enough extra firefighters
to temporarily cover the vacancies in the higher ranks until the promotions can be completed.
This will not increase the overall authorized positions in the Fire Department and will help
with overtime cost.
Budget Impact:
None
Recommendation:
The Fire Department recommends approval of this resolution.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE FIRE DEPARTMENT TO HIRE
OVER THE NUMBER OF AUTHORIZED FIREFIGHTER POSITIONS
TO COVER VACANT POSITIONS IN THE HIGHER RANKS
WHEREAS, pursuant to Ordinance 16-43 , the Fire Department
currently has six (6) vacant positions in the Captain and Fire
Engineer Ranks; and
WHWEWAS, there is an existing Civil Service Eligibility
list; and
WHEREAS, the Firefighter positions cannot be filled until
incumbent Firefighters are promoted to higher ranks ; and
WHEREAS, study material for promotional exams was
destroyed by flooding associated with Hurricane Harvey delaying
the promotion process; and
WHEREAS, personnel routinely act in higher ranks creating
vacancies in the Firefighter rank; and
WHEREAS, these vacancies in the Fire Department are
contributing to increasing overtime cost; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Council authorizes the Fire
Department to hire additional Firefighters to fill the
temporary vacancies created by vacancies in higher ranks, not
to exceed to total number of authorized positions in the Fire
Department budget .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
