RE: P.R. NO. 20134—A resolution authorizing the City Manager to negotiate a
contract for the development of design standards and guidelines.
Introduction:
The intent of this Agenda Item is to request that City Council authorize the City Manager to
negotiate a contract with HHM & Associates, Inc. of Austin, Texas for the development of
design standards and guidelines for the designated historic sites, districts and zones in the City
of Port Arthur, Texas.
Background:
The City of Port Arthur received qualification statements from five(5)consulting firms concerns
specializing in historic preservation.
City Staff reviewed qualification statements provided by the consulting firms and scored each
one of them utilizing published evaluation criteria, finding HHM &Associates, Inc. to have the
highest rating.
A request was submitted for funding for this project for the current fiscal year (FY17-18). The
project was described as the "development of design guideline/standards"and approved by City
Council as part of the budget process.

Recommendation:
It is recommended that City Council approve P.R. No. 20134, authorizing the City Manager to
negotiate a contract with HHM & Associates, Inc. of Austin, Texas for the development of
design standards and guidelines for the designated historic sites, districts and zones in the City
of Port Arthur, Texas.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE A CONTRACT WITH HHM & ASSOCIATES, INC.
OF AUSTIN, TEXAS FOR THE DEVELOPMENT OF DESIGN
STANDARDS AND GUIDELINES FOR THE DESIGNATED
HISTORIC SITES, DISTRICTS AND ZONES IN THE CITY OF
PORT ARTHUR, TEXAS
WHEREAS, the City of Port Arthur has received qualification statements from five (5)
consulting firms concerning the development of design standards and guidelines for the designated
historic sites, districts and zones in the City of Port Arthur, Texas; and,
WHEREAS, City Staff having reviewed such statements, and scoring each using the
published Evaluation Criteria, finds that HHM & Associates, Inc. has the highest rating and
recommends same to perform the development of design standards and guidelines for the
designated historic sites, districts and zones in the City of Port Arthur, Texas; (See Exhibit"A");
and,
WHEREAS, City Council of the City of Port Arthur finds it to be in the best interest of
the citizens of Port Arthur to negotiate a contract with HHM & Associates, Inc. for the
development of design standards and guidelines for the designated historic sites,districts and zones
in the City of Port Arthur, Texas;
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Manager of the City of Port Arthur is hereby authorized and
directed to negotiate a contract on behalf of the City of Port Arthur for the development of design
standards and guidelines for the designated historic sites, districts and zones in the City of Port
Arthur, Texas, with said contract being subject to the final approval of the City Council.

Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
READ,ADOPTED AND APPROVED this day of March, A.D. 2018,
