()it rt l,rrr Texas www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: March 27, 2018 To: The Honorable Mayor and City Council Through: Harvey Robinson, Interim City Manager From: Patrick Melvin, Chief of Police ./►► ' RE: P.R. 20169—Purchase of two (2)2018 Chevrolet City Express LS Vans Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to purchase two (2)2018 Chevrolet City Express Vans for the Police Department for replacement due to Hurricane Harvey, with a projected budgetary impact of$40,968.00. Background: On August 24, 2017,the Mayor of the City of Port Arthur issued a Disaster Declaration due to Hurricane Harvey. The Hurricane struck Port Arthur on August 26, 2017 causing substantial damage to many city facilities and city-owned vehicles. One such vehicle that was deemed a total loss by TML is a 2015 Chevrolet Express Van assigned and operated by a member of the Forensic Unit. The Police Department is reassigning the remaining two Chevy Tahoe's currently used by the other two members of the Forensic Unit to patrol use. We wish to purchase these two City Express Vans to be shared by the three members of the Forensic Unit. Budget Impact: Funding available in Account Number 147-2300-901.92-00, Project No. 082617 Recommendation: It is recommended that City Council approve the City Manager to purchase two (2) 2018 Chevrolet City Express Vans for the Police Department for replacement due to Hurricane Harvey, with a projected budgetary impact of$40,968.00, as discussed and/or outline above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE TWO (2) 2018 CHEVROLET CITY EXPRESS LS VANS FOR THE POLICE DEPARTMENT FROM CLASSIC CHEVROLET OF BEAUMONT, TEXAS, FOR REPLACEMENT DUE TO HURRICANE HARVEY, WITH A PROJECTED BUDGETARY IMPACT OF $40, 968 . 00; FUNDING AVAILABLE IN HURRICANE HARVEY ACCOUNT NUMBER 147-2300-901. 92-00, PROJECT NO. 082617 . WHEREAS, on August 24 , 2017, the Mayor of the City of Port Arthur issued a Disaster Declaration due to Hurricane Harvey, which has been extended per Ordinances Nos . 17-28, 17- 32 , 17-35 , and 17-36 ; and WHEREAS, of the vehicles deemed a total loss by TML that were destroyed due to the flooding associated with Hurricane Harvey was a 2015 Chevrolet Express Van utilized by the Forensic Unit of the Police Department; and WHEREAS, the Police Department is reassigning the remaining two Forensic vehicles to patrol use and wishing to replace the prior three (3) vehicles assigned to the unit to two (2) 2018 Chevrolet Express Vans; and WHEREAS, quotes were requested from several Chevrolet dealers and Classic Chevrolet of Beaumont, Texas provided the most competitive and lowest price (see Exhibit "A" ) ; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council authorize the City Manager to purchase two (2) 2018 Chevrolet City Express LS Vans for the Police a Department from Classic Chevrolet, of Beaumont, Texas, for replacement due to Hurricane Harvey, with a projected budgetary impact of $40, 968 . 00 (see Exhibit "A" ) . Section 3 . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
