The applicant is seeking to replat Lots 6 and 7 in the Camellia Plaza Subdivision into one
lot. The property is zoned as "PD -6" Planned Development District - 6. The combination
decreases the lot yield from two to one lot and therefore triggers the need for a public
hearing. The parcel has direct access to a public street (West Port Arthur Road).
RECOMMENDED ACTION:
Staff recommends approval of the proposed Replat which complies with Section 19 of the
City of Port Arthur Zoning Ordinance.

SECTION 1. AREA
That the zoning designation of the following described tract of
land be and the same is hereby zoned 11PD-611, Planned Development -6
District under the provisions of section 17:
3.267 acres out of the W. Kyle Survey, No. 276, Abstract
No. 414, and 27.634 acres out of Palomar Section 3, Port
Arthur, Jefferson County, Texas and located on the north
side of State Highway 73 between F.M. 823 (West Port Arthur
Road) and the L.N.V.A. Canal.
SECTION 2. PERMITTED USES
A. All uses permitted in the "LC", Light Commercial District
and "I"Industrial District with the exception of the following which
are prohibited:
1. Residential (except Motel or Hotel
Guard's Residence)
2. Heliport
3. Wrecking or Auto Salvage Yard
4. Off Premise Advertising Sign
5. Asphalt or Concrete Batching Plant
6. Bulk Storage or Handling of Coal,
for Shipping
7. Dump or Sanitary Landfill
8. Railroad Team Track
SECTION 3. DEVELOPMENT STANDARDS
A. General Development Standards
and Caretaker or

Stone, Gravel, Etc.
The coverage, off-street parking, off-street loading, height
and yards shall comply with the standards established in the "LC",
Light Commercial District for all uses unless authorized herein or
specified on the site development plan approved by the Planning and
zoning Commission. Noise standards shall be those established for
Industrial Districts.
B. Major Thoroughfare Building Setback and Landscaping
Standards
1. No building, sign, structure or other structural improve-
ment shall be erected nearer than twenty-five (25) feet to the
right-of-way of State Highway 73 or State F.M. 8.23 (West Port Arthur
Road)). Driveways may be constructed across the land strip created
by such setbacks but no portion of any such driveway which may be
parallel to or approximately parallel to any street right-of-way

line nor any off-street parking area adjacent to right-of-way shall
be located nearer than fifteen (15) feet to such right-of-way line;
it being the purpose and intent of this provision to create a
minimum fifteen (15) foot strip for lawn, planting and general
landscaping purposes between any building and the street
right-of-way and to permit only the construction of essential
driveways and walks crossing such strip. One tree with a minimum
2.5 inch caliper (average diameter of tree measured four (4) feet
above the ground) shall be planted by the property owner for each
fifty (50) feet of major thoroughfare frontage developed in PD -6.

SECTION 1. AREA
That the zoning designation of the following described tract of
land be and the same is hereby zoned "PD -5", Planned Development -5
District under the provisions of section 19:
BEGINNING on the easterly line of the city golf course at
the southerly R -O -W line of 75th st.; along Said easterly
line of the golf course to the westerly R -O -W line of 9th
Ave.; Thence southerly along said line to the northerly
line of the 67th St. R -O -W; Thence easterly along said
R -O -W to the westerly line of the G.S.U. Right-of-way;
Thence northerly along said R.O.W. to the southerly R -O -W
line of 75th st.; Thence westerly along the southerly R -O -W

SECTION 2. PERMITTED USES
I. All uses permitted in the "MF", Multiple Family District.
2. All uses permitted in the "LC", Light Commercial District
in that area shown on the attached site plan.
SECTION 3. DEVELOPMENT STANDARDS
A. General Development Standards -'
The coverage, off-street parking and yards shall comply with
the standards established in the "LCI", Light Commercial District for
all commercial uses, unless provided herin or specified on the site
development plan approved by the Planning and Zoning Commission. The
height standards shall be in compliance with the Height Regulations
for the 'IMF", Multiple Family District for all uses except that all
applicable approach zone height standards for the Jefferson County
Airport, as they may apply to the property, shall be observed. Noise
standards for commercial uses shall comply with the Commercial
District standards and Non --commercial uses shall comply with the
Residential District standards.
B. Special Development Standards
The overall density of residential units in the development,
exclusive of dedicated streets, City, or commercial property shall
not exceed an average of eight (8) dwelling units per acre.
1. Front Yard - No building, sign, structure or other
structural improvement shall be erected nearer than twenty-five (25)
feet to the right-of-way of 9th Ave. Driveways may be constructed
across the land strip created by this setback but no portion of any
such driveway which may be approximately parallel to 9th Ave. nor

any off-street parking area adjacent to 9th Ave. shall be located
nearer than fifteen feet (151) to the 9th ave. R.O.W. line; it being
the purpose and intent of this provision to create a minimum fifteen
(15) foot strip for lawn, planting and general landscaping purposes
between any building and the 9th ave. R.O.W. and to permit only the
construction of essential driveways and walks crossing such strips.

2, 2018.

SUMMARY:
The applicant is seeking to replat a part of Lot 4 and all of Lot 5 in the Port Acres area into
one lot. The property is zoned "SF" Single Family Residential. The reconfiguration of the
Lots triggers the need for a public hearing. Both lots exceed the minimum width and area
requirements for "SF" Single Family Residential. The width of both lots are greater than
50 feet, and the area of the lots is greater than 5,000 square feet. The parcels have direct
access to a public street (61St Street).
RECOMMENDED ACTION:
Staff recommends approval of the proposed Replat which complies with Section 10 of the
City of Port Arthur Zoning Ordinance.
