I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, March 27,
2018 at 3:08 p.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Derrick Freeman; Councilmembers Raymond Scott, Jr., Harold Doucet,
Sr., Osman Swati and Charlotte M. Moses; Interim City Manager Harvey Robinson; City
Secretary Sherri Bellard and City Attorney Valecia Tizeno.
Councilmember Willie "Bae" Lewis, Jr. joined the Special Meeting at 3:14 p.m.
Mayor Pro Tern Cal Jones joined the Special Meeting at 3:30 p.m.
Councilmember Thomas Kinlaw, III joined the Special Meeting at 3:59 p.m.
Councilmember Kaprina Frank was absent from the Special Meeting.
II. Workshop
(1) A Workshop To Discuss And Possibly Take Action Regarding
The Creation Of A New Utility Rates Ordinance And To
Receive Citizen Comments Regarding Any Proposed
Changes in Utility Rates
Interim Utility Operations Director Dr. Hani Tohme appeared before the City Council to
answer inquiries regarding the above-mentioned utility rates.
The following citizens appeared before the City Council to discuss the above-mentioned
utility rates:
John Beard, 501 W. 15th Street, Port Arthur, Texas
Warren Field, 1147 60th Street, Port Arthur, Texas
Reverend Ellis Allen, 4900 Lakeshore Drive, Port Arthur, Texas
Councilmember Swati left the Special Meeting.
MOTION IN OPEN SESSION
The motion was made by Councilmember Moses and seconded by Councilmember
Doucet that Option No. 1 be approved.
The motion and second were withdrawn.
The motion was made by Councilmember Moses and seconded by Councilmember
Doucet the following motion be adopted.
To Direct The City Manager To Prepare An Ordinance For Option
No. 1 As Presented By Interim Utility Operations Director Tohme
For Our Water Bills To Be Increased
Voting Yes: Mayor Freeman; Mayor Pro Tern Jones; Councilmembers Scott, Kinlaw,
Doucet, Lewis and Moses.
Voting No: None.
The above-mentioned motion was adopted.
III. ADJOURNMENT
Upon the motion by Councilmember Moses, seconded by Councilmember Doucet and
carried unanimously, the City Council adjourned their Special Meeting at 4:27 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
