BACKGROUND INFORMATION:
On Friday, March 30, 2018, twelve (12) notices were mailed to adjacent property owners
within a 200 ft. Radius, as well as published in the Port Arthur News; sixteen (16) days
before the PEtZ public hearing scheduled for April 16, 2018.
FISCAL IMPACT/BUDGET IMPLICATIONS:
N/A
CASE SUMMARY:
The applicant is seeking to replat all of Lots 1 - 12, Block 4, Newport Heights Addition and
a 20' portion of the Alley Right -of -Way into one tract. The property is zoned "HC" Heavy
Commercial. The combination decreases the lot yield from twelve lots to one tract and
therefore triggers the need for a public hearing. The tract has direct access to two public
streets (Jimmy Johnson Boulevard [A.K.A. 75th Street] and South Twin City Highway).
RECOMMENDED ACTION:
Staff recommends approval of the proposed Replat which complies with Section 212.014
of the Texas Local Government Code and Appendix A, Section 16 of the Port Arthur Code
of Ordinances.

CASE SUMMARY:
The applicant is seeking to replat all of Lots 20 - 22, Block 102, City of Port Arthur Addition
into one tract. The property is zoned "HC" Heavy Commercial. The combination decreases
the lot yield from three lots to one tract and therefore triggers the need for a public
hearing. The replat creates one tract that exceeds the minimum width and area
requirements for residential development. The width of the lot is greater than 50 feet,
and the area of the lot is greater than 5,000 square feet. The parcel has direct access to a
public street (6th Street).
RECOMMENDED ACTION:
Staff recommends approval of the proposed Replat which complies with Section 212.014
of the Texas Local Government Code and Appendix A, Section 16 of the Port Arthur Code

CASE SUMMARY:
The applicant is seeking to create a commercial reserve tract in the Port Arthur Land
Company Subdivision. The property is zoned "PD -2" Planned Development District - 2. In
accordance with Section 212.0065 of the Texas Local Government Code, a minor plat must
be approved in the same form as all other plats, therefore triggering the need for a public
hearing. The parcel has direct access to public streets (F.M. Highway 365/Central Mall
Drive).
RECOMMENDED ACTION:
Staff recommends approval of the proposed Minor Plat which complies with Section
212.0065 of the Texas Local Government Code.

"SECTION 4. ARCHITECTURAL STANDARDS
No construction of new structures nor redevelopment of existing
structures shall be permitted except in compliance with the following
standards:
I. Architectural style is not restricted. Evaluation of the
appearance of a project shall be based on the quality of its
design and relationship to surroundings.
2. Buildings shall have good scale and be in harmonious conformance
with permanent neighboring development.
3. a. Materials shall have good architectural character and shall be
selected for harmony of the building with adjoining buildings.
b. Materials shall be selected for suitability to the type of
buildings and the design in which they are used. Buildings

,using materials as stated in criteria for equipment screening.

be avoided. Variation of detail, form, and siting shall be used
to provide visual interest. In multiple building projects,
variable siting or individual buildings may be used to prevent a
monotonous appearance.
