RE: Proposed Resolution No. 20157 — Awarding Contracts to Two (2) Contractors
on a Rotation Basis for the Mowing of Privately-owned and City-owned Vacant
Lots in an Area of the City Designated as Area F. .
Introduction:
Staff recommends that City Council adopt P.R. No. 20157, authorizing the City Manager to
execute contracts with two (2) vendors for the mowing of Privately-owned and City-owned
residential and commercial vacant lots in Area F, an area of the city described as Sabine Pass.
See attached map.
Background:
Bids were opened on February 21, 2018 for the mowing of privately-owned and city-owned
vacant lots in Area F; bid awarded is based on the lowest and most responsive bids. The
contractors are: (1) Newcost Company, Port Arthur, Texas @ $0.0050 per square foot; and (2)
R. L. Eldridge Construction Inc., Sabine Pass, Texas @ $0.0065 per square foot. Due to an
abundance of high grass in Port Arthur, the Environmental Health division needs multiple
contractors to maintain each area. Although Dee Rite Cut, Port Arthur, Texas ($0.0032); and
Support Operation Service, Port Arthur, Texas ($0.0044), was in price range of successful
bidders,they did not have adequate equipment to mow in Area F. The bid tabulation follows.

DCD Construction, LLC of Orange, Texas attended the pre-bid meeting, but did not submit a
bid.
Budget Impact:
Acceptance of this recommendation will not require a budget amendment. Funding is available
in Account No. 001-1304-541.59-00.
Recommendation:
Staff recommends that City Council adopt P. R. 20157 thereby authorizing the City Manager
to execute two (2) contractual agreements between the City of Port Arthur and (1) Newcost
Company, Port Arthur, Texas @ $0.0050 per square foot; and (2) R. L. Eldridge Construction
Inc., Sabine Pass, Texas @$0.0065 per square foot.

A RESOLUTION AUTHORIZING ONE (1) YEAR CONTRACTS
BETWEEN THE CITY OF PORT ARTHUR AND (2) VENDORS: (1)
NEWCOST COMPANY OF PORT ARTHUR, TEXAS AND (2) R. L.
ELDRIDGE CONSTRUCTION INC., OF SABINE PASS, TEXAS FOR
GRASS MOWING SERVICES OF PRIVATELY-OWNED AND CITY-
OWNED VACANT LOTS IN AN AREA OF THE CITY DESIGNATED AS
AREA F, WITH AN ANNUAL PROJECTED BUDGETARY IMPACT OF
$37,500.00. FUNDS ARE AVAILABLE IN ACCOUNT NUMBER 001-1304-
541.59-00 -OTHER CONTRACTUAL SERVICES
WHEREAS, there are a large amount of properties that the City maintains by mowing
the grass, due to the lack of care by the owners; and
WHEREAS,multiple contractors are needed for each area due to the volume; and
WHEREAS, the City advertised for bids on February 4, 2018 and February 11, 2018;
and
WHEREAS, the City received twenty-seven (27) bids on February 21, 2018, per Exhibit
A; and
WHEREAS, F & L Unlimited, Israel Lawn Service, JJ and K Industrial LLC, M & V
Landscaping Company and Sub South Inc. were disqualified because the responsive bid
documentation that was submitted was not in compliance with the requirements set forth in the
Invitation to Bid; and
WHEREAS, Dee Rite Cut and Support Operation Service do not have adequate
equipment to mow properties in Area F, Vacant and therefore, would not meet the mowing
specifications for that area; and
WHEREAS,the bid tab is attached hereto as Exhibit"A"; and
WHEREAS, mowing assignments will be given to the awarded contractor with the
lowest awarded contract price for Vacant Area F that is available at the time; and

WHEREAS, the list of successful bidders are attached hereto as Exhibit "B"; and
WHEREAS, the contract is for one (1) year with the option to renew for two (2)
additional one (1) year periods; and said contracts are attached as Exhibits C and D.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That,the facts and opinions in the preamble are true and correct.
Section 2. That, for the purposes of this Resolution, Area F is that area of the City
described as Sabine Pass.
Section 3. That the City Manager is hereby authorized to execute, on behalf of the City
of Port Arthur, contracts with (1) Newcost Company of Port Arthur, Texas at S0.0050 per
square foot, and (2) R. L. Eldridge Construction Inc., of Sabine Pass, Texas at $0.0065 per
square foot for the mowing of vacant lots located in the area designated as Area F, in
substantially the same form as attached hereto as Exhibits C and D respectively.
Section 4. That, a copy of the caption be spread upon the Minutes of the City Council.
READ, ADOPTED, AND APPROVED on this 24th day of April, A.D., 2018, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas by the following vote:
