Introduction: Staff recommends that City Council adopt P.R. No. 20152, authorizing the City Manager to execute contracts with six (6) vendors for the mowing of Privately-owned and City-owned residential and commercial developed lots in Area A, an area of the city which includes El Vista, Vista Village, Lakeside, Port Acres and Montrose One Subdivision. See attached map. Background: Bids were opened on February 21, 2018 for the mowing of privately-owned and city-owned developed lots in Area A; bid awarded is based on the lowest and most responsive bids. The contractors are: (1) K&D Affordable Lawn Care, Port Arthur, Texas @ $0.0020 per square foot; (2) Affordable Lawn Service, Port Arthur, Texas @ $0.0030 per square foot; (3) Newcost Company, Port Arthur, Texas @ $0.0031 per square foot; (4) Hite's Maintenance, Port Arthur, Texas @ $0.0032 per square foot; (5) S-MO Unlimited, Port Arthur, Texas @ $0.0033 per square foot; and (6) Williams Transport, Lumberton, Texas @$0.0035 per square foot. Due to an abundance of high grass in Port Arthur, the Environmental Health division needs multiple contractors to maintain each area. Although Myers & Myers, Port Arthur, Texas ($0.0030) and All In One Lawn Service, Port Arthur, Texas ($0.0033) were in price range of successful bidders,they rescinded their bids to mow in Area A. Recommendation: Staff recommends that City Council adopt P. R. 20152 thereby authorizing the City Manager to execute six (6) contractual agreements between the City of Port Arthur and (1) K&D Affordable Lawn Care, Port Arthur, Texas @ $0.0020 per square foot; (2) Affordable Lawn Service, Port Arthur, Texas @ $0.0030 per square foot; (3) Newcost Company, Port Arthur, Texas @ $0.0031 per square foot; (4) Hite's Maintenance, Port Arthur, Texas @ $0.0032 per square foot; (5) S-MO Unlimited, Port Arthur, Texas @ $0.0033 per square foot; and (6) Williams Transport, Lumberton, Texas @ $0.0035 per square foot. A RESOLUTION AUTHORIZING ONE (1) YEAR CONTRACTS BETWEEN THE CITY OF PORT ARTHUR AND (6) VENDORS: (1) K&D AFFORDABLE LAWN CARE OF PORT ARTHUR, TEXAS, (2) AFFORDABLE LAWN SERVICE OF PORT ARTHUR, TEXAS, (3) NEWCOST COMPANY OF PORT ARTHUR, TEXAS, (4) HITE'S MAINTENANCE OF PORT ARTHUR, TEXAS, 5) S-MO UNLIMITED OF PORT ARTHUR, TEXAS, AND (6) WILLIAMS TRANSPORT OF LUMBERTON, TEXAS FOR GRASS MOWING SERVICES OF PRIVATELY-OWNED AND CITY-OWNED DEVELOPED LOTS IN AN AREA OF THE CITY DESIGNATED AS AREA A, WITH AN ANNUAL PROJECTED BUDGETARY IMPACT OF $37,500.00. FUNDS ARE AVAILABLE IN ACCOUNT NUMBER 001-1304-541.59-00 - OTHER CONTRACTUAL SERVICES WHEREAS, there are a large amount of properties that the City maintains by mowing the grass, due to the lack of care by the owners; and WHEREAS,multiple contractors are needed for each area due to the volume; and WHREAS,the City advertised for bids on February 4, 2018 and February 11, 2018; and WHEREAS, the City received twenty-seven (27) bids on February 21, 2018, per Exhibit A; and WHEREAS, F & L Unlimited, Israel Lawn Service, JJ and K Industrial LLC, M & V Landscaping Company and Sub South Inc., were disqualified because the responsive bid documentation that was submitted was not in compliance with the requirements set forth in the Invitation to Bid; and WHEREAS, All In One Lawn Service and Myers and Myers rescinded their bids for Area A, Developed; and WHEREAS,mowing assignments will be given to the awarded contractor with the lowest awarded contract price for Developed Area A that is available at the time; and WHEREAS,the list of successful bidders are attached hereto as Exhibit"B"; and P.R. NO. 20152 03/12/18 PD WHEREAS, the contract is for one (1) year with the option to renew for two (2) additional one(1)year periods; and said contracts are attached as Exhibits C through H. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That,the facts and opinions in the preamble are true and correct. Section 2. That, for the purposes of this Resolution, Area A is that area of the City which includes Port Acres, El Vista,Vista Village, Lakeside, and Montrose One Subdivisions. Section 3. That the City Manager is hereby authorized to execute, on behalf of the City of Port Arthur, contracts with (1) K&D Affordable Lawn Service of Port Arthur, Texas at S0.0020 per square foot, (2) Affordable Lawn Care of Port Arthur, Texas at $0.0030 per square foot, (3) Newcost Company of Port Arthur, Texas at S0.0031 per square foot, (4) Hite's Maintenance of Port Arthur, Texas at $0.0032 per square foot, (5) S-MO Unlimited of Port Arthur, Texas at $0.0033 per square foot, and (6) Williams Transport of Lumberton, Texas at $0.0035 for the mowing of Developed lots located in the area designated as Area A, in substantially the same form as attached hereto as Exhibits C through H respectively. Section 4. That, a copy of the caption be spread upon the Minutes of the City Council.
