The source of funding is $419,000.00 received in Fund 147 from insurance proceeds for damaged police vehicles as well$82,000.00 from savings identified in the Police Department budget. The source of the department savings are identified as $69,000.00 in 001-1101-521.57-00 (computer programs) and $13,000.00 in 001-1101- 521.11-00 (personnel accounts). Background: On August 24, 2017, the Mayor of the City of Port Arthur issued a Disaster Declaration due to Hurricane Harvey. The Hurricane struck Port Arthur on August 26, 2017 causing substantial damage to many city facilities and city-owned vehicles. To date, there have been 33 marked and unmarked vehicles assigned to the police department that have been deemed total losses by TML. Silsbee Ford participates in GoodBuy Cooperative Purchasing and has provided a quote for the purchase of 10 marked police units and six (6) unmarked police units for a total of $501,032.48. The police department is able to save money on these units by purchasing 2016 and 2017 model vehicles that remain in the dealership's inventory. Budget Impact: Funding available in Account Numbers 147-2300-901.92-00, Project No. 082617; 001-1101- 521.57-00; and 001-1101-521.51-00 . A RESOLUTION AUTHORIZING THE PURCHASE OF SIXTEEN (16) POLICE VEHICLES VIA THE TEXAS GOODBUY COOPERATIVE PURCHASING CONTRACT FROM SILSBEE FORD OF SILSBEE, TEXAS IN THE AMOUNT OF $501, 032 . 48; FUNDING AVAILABLE IN ACCOUNT NUMBERS: 147-2300-901. 92-00, PROJECT NO. 082617; 001-1101-521. 11-00; AND 001- 1101-521. 57-00 WHEREAS, on August 24 , 2017, the Mayor of the City of Port Arthur issued a Disaster Declaration due to Hurricane Harvey, which has been extended per Ordinances Nos . 17-28 , 17- 32 , 17-35, and 17-36 ; and WHEREAS, to date there have been thirty-three (33) vehicles assigned to the Port Arthur Police Department that have been deemed a total loss by TML that were destroyed due to the catastrophic flooding associated with Hurricane Harvey; and WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and WHEREAS, the City of Port Arthur is the process of entering into an interlocal agreement for cooperative purchasing with GoodBuy Purchasing Cooperative program; and WHEREAS, Silsbee Ford participates in the GoodBuy program and has provided quotes for the purchase of a total of sixteen (16) vehicles for the police department in the total of $501 . 032 .48 (see Appendix A) ; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the approval of the procurement will be contingent upon the passage of the interlocal agreement with GoodBuy Purchasing Cooperative program via May 8 , 2018 City Council Meeting by way of proposed resolution number 20253 . Section 3 . That the City Council and the City of Port Arthur authorizes the purchase of sixteen (16) police vehicles via the Texas GoodBuy contract from Silsbee Ford of Silsbee, Texas in the amount of $501, 032 . 48 . Section 4 . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
