Richard, Fire Chief RE: PR 20245, SCBA Donation to LIT Fire Academy Introduction: The intent of this Agenda Item is to seek the City Council's approval of Proposed Resolution 20245 authorizing transfer of outdated Self Contained Breathing Apparatus(SCBA's)to Lamar Institute of Technology Fire Academy. It has been determined that this donation will fulfill a public purpose and will promote higher education and benefit the citizen by solidifying the College's role in creating new opportunities for graduates, prove skilled employees for business and industry,with the effect being strong economic growth for the region; and Background: These 30 minute SCBA's have been replaced with newer model state of the art SCBA's that have built in thermal imaging cameras and 45 minute cylinders. The parts from the old SCBA are not compatible with the new model. The Donation of these SCBA's would require an agreement from LIT to assume all liability for the use of these units, and remove the City of Port Arthur from all liability. The LIT Fire Academy suffered catastrophic damage during Hurricane Harvey and lost most of their training equipment. The LIT Fire Academy is the local option for Firefighter Certification. Budget Impact: None Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE DONATION OF TEN (10) OUTDATED SELF CONTAINED BREATHING APPARATUS (SCBAs) TO THE LAMAR INSTITUTE OF TECHNOLOGY FIRE ACADEMY. WHEREAS, the Fire Department has started replacing outdated 30 minute SCBA' s with new state of the art 45 minute SCBA' s with integrated Thermal Imaging Cameras ; and WHEREAS, the old SCBAs are not compatible for use with the new models, and the Department does not wish to maintain the old units; and WHEREAS, the department has 10 SCBA' s with cylinders that have been removed from service; and WHEREAS, the Lamar Institute of Technology (LIT) Fire Academy is in need of training equipment due to losses from Hurricane Harvey; and WHEREAS, before making a gift or donation to a private entity, City Council should determine that : 1) the conveyance will serve a predominately public purpose of the city; 2) the City will retain sufficient control to ensure the public purpose is carried out; and 3) the City will receive return benefit; and WHEREAS, it has been determined that this donation will fulfill a public purpose and will promote higher education and benefit the citizens by solidifying the College' s role in creating new opportunities for graduates, provide skilled employees for business and industry, with the effect being strong economic growth for the region; and WHEREAS, LIT will assume all liability related to the use of this equipment; and WHEREAS, this equipment would has no value due to its age and life expectancy. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council hereby authorizes the donation of ten (10) SCBAs with cylinders listed in Exhibit ..A„ Section 3 . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
