The City Council of the City of Port Arthur met in Special Session on May 14, 2018 at 9:39 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Derrick Freeman; Mayor Pro Tern Cal Jones; Councilmembers Raymond Scott, Jr., Thomas Kinlaw, III, Harold Doucet, Sr., Charlotte M. Moses and Kaprina Frank; Interim City Manager Harvey Robinson; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. II. *CLOSED MEETING (EXECUTIVE SESSION) Closed Meeting: (1) Section 551.071 Government Code - To Receive Legal Advice And Consultation With The City Attorney Regarding Environmental Issues And Potential Legal And Contract Claims (2) Section 551.071 Government Code — To Discuss With the City Attorney/ Legal Counsel regarding A Pending Claim Against The City To Wit: TMLIRP Claim Number 62679; EEOC Charge No. 460-2018-01804; Owens V. City Of Port Arthur (3) Section 551.071 Government Code — To Receive Legal Advice From The City Attorney/Legal Counsel With Respect To Pending Or Contemplated Litigation Against The City Of Port Arthur As It Pertains To Employment Law Matters And/Or Claims (4) Section 551.072 Government Code — To Discuss The Value Of Land Located At 1000 Gulfway Drive (Bryan Park) The City Council recessed their meeting at 9:45 a.m. to meet in Executive Session to consider the above-mentioned topics, and reconvened their meeting at 10:31 a.m. with the following members present: Mayor Freeman; Mayor Pro Tem Jones; Councilmembers Scott, Kinlaw, Doucet, Moses and Frank; Interim City Manager Robinson; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Patrick Melvin MOTION IN OPEN SESSION Councilmember Moses read the following motion into the record: Motion To Authorize The City Manager To Execute A Settlement Agreement In The Matter TMLIRP Claim No. 62679 And EEOC Charge No. 4602018-018-04 And Payment Of Said Claim As Recommended By The Texas Municipal League Intergovernmental Risk Pool Upon the motion of Mayor Pro Tern Jones, seconded by Councilmember Doucet and carried, the above-mentioned motion was adopted. Voting Yes: Mayor Freeman; Mayor Pro Tern Jones; Councilmember Scott, Kinlaw, Doucet and Moses. Voting No: None. III. ADJOURNMENT Upon the motion by Councilmember Doucet, seconded by Councilmember Frank and carried unanimously, the City Council adjourned their Special Meeting at 10:32 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
