The amendment will reallocate the unobligated program balance of$5,000 from the Gift of Life and$17,480 from the Program of Health Excellence to the new activity for single family homebuyer's housing counseling in the amount of$22,480. The amendment will also reallocate approximately$44,540 from the 4th Street (Stadium Street to Duff Drive) and Survey projects to an infrastructure improvement project for the Downtown and Disaster Recovery areas of the City. The 4th Street, Gift of Life, and Program of Health Excellence projects are complete and the remaining funds are available to be reallocated. The above reallocation of funds will support the City's single family housing downtown revitalization projects. Background: The Port Arthur City Council,per Resolution Number 16-245, authorized the City Manager to enter into a contract with Gift of Life for$5,000 and Program of Health Excellence for $32,000 from September 6, 2016 to September 5, 2017. The contracts for Gift of Life and Program of Health Excellence expired on September 5, 2017, and the unexpended balances from the activities are available for reallocation. The Department of Housing and Urban Development has mandated that every recipient of a housing assistance grant attend an 8-hour homebuyer's education certification course. Legacy has the training and staff available to teach the required course. An unobligated balance of approximately$44,540 will be reallocated from the completed 4th Street (Stadium Street to Duff Drive) and Survey programs to an infrastructure improvement project for the Downtown and Disaster Recovery areas of the City. Budget Impact: Funding is available in the 2016 CDBG budget. Recommendation: It is recommended that City Council approve the City Manager to approve P. A RESOLUTION AMENDING THE 2016 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM BY REALLOCATING FUNDS IN THE AMOUNT OF $5,000.00 FROM THE GIFT OF LIFE AND $17,480.00 FROM THE PROGRAM OF HEALTH EXCELLENCE TO LEGACY COMMUNITY DEVELOPMENT CORPORATION; AND AN ESTIMATED AMOUNT OF $44,540.00 FROM THE 4TH STREET RECONSTRUCTION/SURVEY PROJECTS TO THE INFRASTRUCTURE IMPROVEMENT PROJECTS IN THE DOWNTOWN DISASTER RECOVERY AREA WHEREAS, the City Council adopted the 2016 Community Development Block Grant Program by Resolution Number 16-245, which includes $5,000.00 to the Gift of Life, $32,000.00 for Program of Health Excellence and $1,017,352.00 for the 4th Street/Survey project— Stadium Street to Duff Drive; and, WHEREAS, each of the projects are completed and have unobligated fund balances remaining; and, WHEREAS, it is recommended that the City Council amend the 2016 CDBG Program, by reprogramming said funds of$5,000.00 from the Gift of Life and$17,480.00 from Program of Health Excellence to Legacy Community Development Corporation's Homebuyer's Housing Counseling Program; and, WHEREAS, it is also recommended the City Council amend the 2016 CDBG Program to reallocate an estimated amount of$44,540.00 from the 4th Street (Stadium Street to Duff Drive) Reconstruction/Survey Project to an infrastructure improvement project for the downtown and disaster recovery areas of the City; and, WHEREAS, the citizens have been given an opportunity to express their ideas and concerns about the program amendments; and, WHEREAS, the City Council is required to designate an official to sign all documents in connection with the Amendment. NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT,the City Manager is authorized to amend the 2016 CDBG Program by reallocating $5,000.00 from Gift of Life with account #105-1431-552.59-00, Project Number C42102 and $17,480.00 from Program of Health Excellence with account #105-1431-552.59-00, Project Number C42126 to Legacy Community Development Corporation's Homebuyer's Housing Counseling Program with account number 105-1431-552.59-00, Project Number C43104. THAT, the City Manager is further authorized to amend the 2016 CDBG Program to include reallocating funds in the estimated amount of $44,540.00 from the 4th Street (Stadium Street to Duff Drive) Reconstruction/Survey Project with account numbers 105-1431-552.59-00 and 105-1431-552.86-00, Project Number 4thST; and account number 105-1431-552.86-00; Project Number SURVEY to an infrastructure improvement project with account number 105- 1431-552.59-00, Project Number C43105. THAT,the City Manager is designated to sign all documents in connection with the project amendment.
