RE: Acceptance of the 2018 Brownfields Assessment Grant
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
accept the Environmental Protection Agency (EPA) 2018 Brownfields Assessment Grant in the
amount of$300,000.
Background:
On October 24, 2017, City Council passed Resolution 17-265 authorizing the City Manager to
make application for the 2018 Brownfields Area-Wide Planning grant in the amount of$300,000
Budget Impact:
2018 Brownfields Assessment grant is the funding source.
Recommendation:
It is recommended that City Council approve the City Manager to accept the 2018 Brownfields
Assessment grant.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE CITY MANGER TO
ACCEPT THE 2018 BROWNFIELDS ASSESSMENT
GRANT IN THE AMOUNT OF $300,000.00
WHEREAS, on October 24, 2017, City Council passed Resolution No. 17-265
authorizing the City Manager to make application for the 2018 Brownfields Area-Wide Planning
grant in the amount of$300,000.00; and,
WHEREAS, the Environmental Protection Agency (EPA) sent notification (see Exhibit
"A"), that the City of Port Arthur was awarded a 2018 Brownfields Assessment Grant in the
amount of$300,000.00; and,
WHEREAS, the Assessment grant provides funding for the City to inventory,
characterize, assess, and conduct planning and community involvement related to Brownfields
sites.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT the City Manager is hereby authorized to accept funding from the Environmental
Protection Agency for the Fiscal Year 2018 Brownfields Assessment Grant in the amount of
$300,000.00.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
READ, ADOPTED AND APPROVED this day of May, A. D.,
2018, at a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the
following vote:

On behalf of the United States Environmental Protection Agency(EPA), I am pleased to congratulate you
and confirm that the City of Port Arthur was selected as one of the entities EPA will begin negotiations
with to award cooperative agreements for two assessment grants. The City of Port Arthur submitted an
outstanding grant proposal,and we deeply appreciate the tremendous commitment of time and energy that
went into its preparation.
Through the Small Business Liability Relief and Brownfields Revitalization Act of 2002,as amended by
the Brownfields Utilization, Investment,and Local Development Act of 2018, EPA is working to help
states and communities around the country clean up and revitalize brownfield sites.We fully expect that
these brownfield projects will provide benefits to the environment and economy of local communities.
