A RESOLUTION AUTHORIZING THE CITY OF PORT
ARTHUR SECTION 4A ECONOMIC DEVELOPMENT
CORPORATION TO ENTER INTO A CONTRACT WITH
SPAWGLASS BUILDING SERVICES OF BEAUMONT,TEXAS
FOR ROOF MAINTENANCE AND REPAIR AT 501 PROCTER
STREET IN AN AMOUNT NOT TO EXCEED $19,137.00
WHEREAS, it is deemed in the best interest of the citizens of Port Arthur to enhance the
appearance of the downtown area and to create an environment conductive to business and
entertainment activities for the community; and
WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation
("PAEDC")has renovated the building at 501 Procter Street which now houses the PAEDC offices
as well as several additional tenants; and
WHEREAS, over time and due to weather and corrosion, the roof of the building at 501
Procter Street is in need of repairs; and
WHEREAS, the PAEDC Board of Directors at their regular Board meeting of May 7,
2018, approved a proposal by SpawGlass Building Services ("SpawGlass") attached hereto as
Exhibit"A" to repair the roof for an amount of$19,137.00.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council authorizes PAEDC to enter into a contract with
SpawGlass Building Services of Beaumont, Texas in an amount not to exceed $19,137.00.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

Description:
Roof repair, drain replacement, caulk stone, ceiling tile replacement,
masonry/stone waterproofing and SpawGlass Supervision.
Reference: Roofing reports from Vince Hauser and Gulf Star Roofing
Dear Mr. Batiste:
SpawGlass herby submits this proposal for the above referenced work; the total amount of this proposal is
$19,137.00 (Nineteen Thousand One Hundred Thirty Seven Dollars and Zero cents)
Scope of Work:
• Repair damages to existing roof membrane (2) days for roofing crew included. * Extra Days
are $2,975/day
• Caulk stone by Penthouse. Stone to remain in place as recommended by Mason
• Replace ceiling tiles that have water damage
• Penthouse and perimeter cap to be sealed with Drylok after Masonry Sealant
• Sure Klean Siloxane PD to be applied for Masonry Sealant
• Replace ring, cover and bolts on (4) roof drains
• No permit fees, per city of Port Arthur
• All necessary supervision, insurance and coordination with PAEDC/ Building Tenants.
