Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to amend
the 2017 Community Development Block Grant(CDBG)program. The amendment will reprogram
$200,000 from the Housing Rehabilitation and Reconstruction project to the new activity for the
downtown housing program that includes on-site and off-site infrastructure improvements, site
clearance,and demolition.
The above reallocation of funds will support the City's single family housing downtown
revitalization projects.
Background:
The Port Arthur City Council,per Resolution Number 17-332,allocated$300,000 to the Housing
Division for housing rehabilitation and reconstruction.
$200,000 will be reallocated to infrastructures improvement projects in the downtown and disaster
target areas of the City.
Buduet Impact:
Funding is available in the 2017 CDBG budget.
Recommendation:
It is recommended that City Council approve the City Manager to execute an amendment to reprogram
$200,000 from the Housing Rehabilitation and Reconstruction project to the downtown housing
improvement projects.

RESOLUTION NUMBER
A RESOLUTION AMENDING THE 2017 COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM BY REALLOCATING FUNDS IN
THE AMOUNT OF $200,000.00 FROM THE HOUSING
REHABILITATION AND RECONSTRUCTION PROJECT TO THE
DOWNTOWN HOUSING PROGRAM TO INCLUDE ON-SITE AND OFF-
SITE INFRASTRUCTURE, SITE CLEARANCE,AND DEMOLITION.
WHEREAS, the City Council adopted the 2017 Community Development Block Grant
Program by Resolution Number 17-332, which includes $300,000 for housing rehabilitation
projects and,
WHEREAS, it is recommended that the City Council amend the 2017 CDBG Program to
reallocate funds in the amount of $200,000.00 from account #105-1431-552.59-00, Project
Number C43115 to account number 105-1431-552.59-00, Project Number C43105 for
Infrastructure projects in the Downtown and Disaster areas of the City; and,
WHEREAS, the citizens have been given an opportunity to express their ideas and
concerns about the program amendment; and,
WHEREAS, the City Council is required to designate an official to sign all documents in
connection with the reallocation.
NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR,TEXAS:
THAT the City Manager is authorized to amend the 2017 CDBG program by reallocating
$200,000.00 from account#105-1431-552.59-00,Project Number C43115 to account number 105-
1431-552.59-00, Project Number C43105.
THAT the City Manager is designated the City Council to sign all documents in connection
with the CDBG Program amendment.
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

Port Arthur, Texas by the following vote:
