RE: Increase Authorized Positions in Water Utilities Department from 113 to 117
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
create five (5) additional positions in the Water Utilities Department and delete one (1)
position for a net increase of four (4)positions, thereby increasing total positions from 113 to
117.
Background: Presently,there is a position in the 2018 Budget in Water Utilities
Administration entitled Assistant City Manager. This position is vacant and no longer needed
and the request is to delete this position and transfer funding to the Wastewater Conveyance
Division to provide five (5) additional Maintenance Worker I positions. This will enable
further development of the special Construction Crew and help to minimize overtime in that
division.
Budget Impact: There will be no budgetary impact to the Water Fund for the increase in
positions. The vacant ACM position has an annual budgeted amount of approximately
$190,000 for salary and benefits and will be sufficient to fund the five (5) additional
Maintenance Worker I positions this year. The funding for these newly created positions
would be transferred from account 410-1251-532-11-00 to account 410-1255-532-11-00.
Recommendation:
It is recommended that City Council authorize the City Manager to create five (5) additional
Maintenance Worker I positions and delete an Assistant City Manager Position in the Water
Utilities Department,thereby increasing the total positions from 113 to 117.

ORDINANCE NO.
AN ORDINANCE AUTHORIZING THE CITY MANAGER
TO DELETE AN ASSISTANT CITY MANAGER POSITION
AND ADD FIVE (5) POSITIONS TO THE WATER
UTILITIES DEPARTMENT FOR A NET INCREASE OF
FOUR (4) POSITIONS, INCREASING THE TOTAL
AUTHORIZED POSITIONS FROM 113 TO 117. FUNDING
WILL BE TRANSFERRED FROM WATER UTILITIES
ACCOUNT NOS. 410-1251-532-11-00 TO ACCOUNT NO.
410-1255-532-11-00.
WHEREAS, the Director of Water Utilities has requested the addition of five (5)
Maintenance Worker I positions and the deletion of an Assistant City Manager Position
to restructure the Water Utilities Department; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That funding will be transferred from Water Utilities account nos.
410-1251-532-11-00 to account no. 410-1255-532-11-00 to cover the additional
positions.
Section 3. That after passage of this Ordinance, the authorized positions in
the Water Utilities Department will increase from 113 to 117.
Section 4. That all Ordinances in conflict herewith are repealed to the extent
of the conflict only.
READ, ADOPTED, AND APPROVED, this day of May, 2018, AD, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas by the following
