I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, May 22,
2018 at 4:06 p.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Derrick Freeman; Mayor Pro Thomas Kinlaw, III.; Councilmembers
Raymond Scott, Jr., Harold Doucet, Sr. and Charlotte M. Moses; Interim City Manager
Harvey Robinson; City Secretary Sherri Bellard and City Attorney Valecia Tizeno.
Councilmember Kaprina Frank joined the Special Executive Meeting at 4:10 p.m.
Councilmember Cal Jones joined the Special Executive Meeting at 4:20 p.m.
II. *CLOSED MEETING (EXECUTIVE SESSION) — CONTINUED
Closed Meeting:
(1) Section 551.071 Government Code — Attorney Consultation
To Provide Advice And Counsel In Connection With The
City's Rights, Duties, Privileges, And Obligations In
Connection With Pending Litigation And Negotiations With
The Port Arthur Police Association
(2) Section 551.071 Government Code — To Receive Legal
Advice And Consultation With The City Attorney Related To
A Potential Litigation And Pending Contract Claims
(3) Section 551.071 Government Code — To Discuss And
Receive Legal Advice From The City Attorney/Legal Counsel
Regarding Employment Law Matters And Potential
Claims/Litigation
(4) Section 551.072 Government Code — To Discuss The Value
Of The Land In The City's Extraterritorial Jurisdiction (ETJ)
(5) Section 551.072 Government Code — To Discuss The Value
Of The Land Located On Pleasure Island
(6) Section 551.074 Government Code — To Deliberate The
Duties, Responsibilities And Employment Of The City Of
Port Arthur's Police Chief
The City Council recessed their meeting at 4:08 p.m. to meet in Executive Session to
consider the above-mentioned topics, and reconvened their meeting at 5:31 p.m. with
the following members present: Mayor Freeman; Mayor Pro Tern Kinlaw;
Councilmembers Scott, Jones, Doucet, Moses and Frank; Interim City Manager
Robinson; City Secretary Bellard; City Attorney Tizeno and the Sergeant At Arms.
MOTION IN OPEN SESSION
Councilmember Frank read the following motion into the record:
Authorizing The Acceptance Of The Resignation Of The Police
Chief, Patrick Melvin, Which Was Submitted On May 18, 2018.
The City Council Further Authorizes The Execution Of A
Separation Agreement And General Release Between The City Of
Port Arthur And Patrick Melvin In Terms Agreed By Both Parties,
As It Pertains To Concluding The Employment Relationship
Upon the motion of Councilmember Frank, seconded by Councilmember Moses and
carried, the above-mentioned motion was adopted.
Voting Yes: Mayor Freeman; Mayor Pro Tern Kinlaw; Councilmembers Scott, Jones,
Doucet, Moses and Frank.
Voting No: None.
III. ADJOURNMENT
Upon the motion by Councilmember Moses, seconded by Mayor Pro Tern Kinlaw and
carried unanimously, the City Council adjourned their Special Meeting at 5:32 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
