RE: P.R. NO. 20298—Authorizing the Adoption of the City of Port
Arthur Downtown Target Area Housing Plan.
Nature of the request:
The intent of this Agenda Item is to request that City Council approve Proposed
Resolution No. 20298 authorizing the adoption of the City of Port Arthur
Downtown Target Area Housing Plan.
StaffAnalysis/Considerations:
On March 28, 2017 the City Council approved Resolution No. 17-081, authorizing
the City of Port Arthur Section 4A Economic Development Corporation to enter
into a partnership with the City of Port Arthur for the development of a plan for
sixty(60) single family housing units, ten(10) per year for six years.
On July 18, 2017, the City of Port Arthur entered into a Professional Services
Agreement with J-QUAD Planning Group of Addison, Texas for the development
of a Downtown Target Area Housing Plan in relation to the Downtown Target Area
Affordable Housing Program, in the not to exceed amount of$24,960. Funding
was available in the Community Development Block Grant account number 105-
1431-552.54-00, Project Number C42144. Additional funding was available in the
Port Arthur Section 4A Economic Development Corporation account number 120-
1429-582.53-00 as authorized by Resolution Number 17-081.

The City of Port Arthur Downtown Target Area Housing Plan creates a
transformation and vision for the revitalization of the Downtown Target Area
through sustainable reinvestment in housing, infrastructure, and economic
development. The housing development initiative creates a unique revitalization
strategy that will serve as a catalyst to attract additional private sector investment
in housing, business, commercial development, creating jobs, economic
opportunity and sustainable neighborhoods in the target area and surrounding
neighborhoods.
Budget Consideration:
None
Recommendation:
It is recommended that City Council approve Proposed Resolution No. 20298
authorizing the adoption of the City of Port Arthur Downtown Target Area Housing
Plan.

A RESOLUTION AUTHORIZING THE ADOPTION OF
THE CITY OF PORT ARTHUR DOWNTOWN TARGET
-AREA HOUSING PLAN PREPARED BY J-QUAD
PLANNING GROUP OF ADDISON, TEXAS.
WHEREAS, pursuant to Resolution No. 17-081, the City of Port Arthur partnered with
the City of Port Arthur Section 4A Economic Development Corporation to develop a downtown
housing plan for the City; and,
WHEREAS, the Council further authorized the City's Housing Division to secure the
Professional Services of J-Quad Planning Group to develop a plan for sixty (60) single family
housing units,ten(10) each year for six (6)years; and
WHEREAS,on July 18, 2017,the City of Port Arthur entered into a Professional Services

Corporation to create sustained reinvestment. The vision is to offer a range of housing choices
that appeal to all demographics, income levels and stages of life; and
WHEREAS, the City of Port Arthur Downtown Target Area Housing Plan is hereby
attached in substantially the same form as Exhibit"A".
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the City Council and the City of Port Arthur approve and adopt the Downtown
Target Area Housing Plan prepared by J-Quad Planning Group of Addison, Texas.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
READ,ADOPTED AND APPROVED this day of June,A. D., 2018,
at a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
