RE: Adoption of the 2018 Disaster Recovery and Resiliency Plan
Introduction:
The intent of this Agenda Item is to seek the City Council's adoption of the 2018 Disaster
Recovery and Resiliency Plan.
The total cost for the Disaster Plan was $49,920. Funding was available in the Economic
Development Corporation(EDC) account number 120-1429-582.59-05.
Background:
The Disaster Plan offers guidance for City decision-makers as they plan for and undertake
recovery activities following Hurricane Harvey in August 2018.
Budget Impact:
The Disaster Plan was funded by the Economic Development Corporation(EDC).
Recommendation:
It is recommended that City Council approve P. R. number 20292

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE CITY MANGER TO
ADOPT THE 2018 DISASTER RECOVERY AND
RESILIENCY PLAN PREPARED BY J-QUAD PLANNING
GROUP OF ADDISON,TEXAS
WHEREAS, pursuant to Resolution No. 18-055, J-QUAD Planning Group of Addison,
Texas was authorized to develop a 2018 Disaster Recovery Resiliency Plan in relation to the
Hurricane Harvey flooding event on August 29, 2017, in the not to exceed amount of$50,000.
Funding was available in the Economic Development Corporation (EDC) account number 120-
1429-582.59-05; and,
WHEREAS; the City of Port Arthur's Disaster Recovery and Resiliency Plan is expected
to result in success in four critical areas supported with federal funding for Disaster Recovery: 1.
Disaster Assistance Planning and Administration 2. Addressing unmet housing infrastructure and
economic recovery needs 3. Mitigation Planning and investment in infrastructure damaged and
upgrades/replacement of infrastructure required to address impacts of future disasters 4. Rapidly
rehousing impacted person building upon the Downtown Housing Development Plan and
expansion of housing and economic opportunity; and,
WHEREAS, the Plan offers guidance for City decision-makers as they plan for and
undertake recovery activities following Hurricane Harvey in August 2018, see Exhibit"A".
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.
THAT,the City Council and the City of Port Arthur approve and adopt the 2018 Disaster
Recovery and Resiliency Plan.
