A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR
SECTION 4A ECONOMIC DEVELOPMENT CORPORATION TO
SUBMIT A RESPONSE TO THE TEXAS GENERAL LAND OFFICE'S
REQUEST FOR PROPOSALS FOR IMPLEMENTATION OF AN
ECONOMIC REVITALIZATION PROGRAM UNDER THE
COMMUNITY DEVELOPMENT BLOCK GRANT — DISASTER
RECOVERY PROGRAMS
WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation
("PAEDC") is a non-profit organization whose mission is to foster community revitalization; and
WHEREAS, to help facilitate its goals, PAEDC requests to submit a response to the
Texas General Land Office's (GLO) request for proposals for implementation of an Economic
Revitalization Program under the Community Development Block Grant — Disaster Recovery
Programs; and
WHEREAS, PAEDC will use the grant funds to assist small businesses that experience a
loss directly relating to Hurricane/Tropical Storm Harvey within the City of Port Arthur; and
WHEREAS, the Port Arthur Economic Business Recovery Loan Program will offer
small businesses "zero-interest, deferred loans" to help cover documentable fixed operating
expenses, working capital, furniture, fixtures, façade repairs and/or renovation and equipment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That PAEDC is herein authorized to submit an application for grant funding
to the Texas General Land Office's request for proposal for implementation of an Economic
Revitalization Program for Community Development Block Grant — Disaster Recovery
Programs.
Section 3. That the PAEDC Chief Executive Officer, Floyd Batiste, is herein authorized
to legally bind the PAEDC to any contract that may result from this solicitation through his
authorized signature.
Section 4. That a copy of the caption of this Resolution shall be spread upon the Minutes
of the City Council.
READ, ADOPTED AND APPROVED on this day of A.D., 2018,
at a Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
