RE: P.R. 20314 — Renovation of the Operation Center
Introduction:
Staff is requesting City Council's approval of P.R. No. 20314 authorizing renovation of
the Operation Center by SpawGlass Construction Corp of Beaumont, Texas in the
amount of $200,301.
Background:
The Operation Center was damaged by the flooding caused by on Hurricane Harvey.
Due to the extensive damage the Operation Center is currently not in use. Once the
mold remediation is complete, the City will begin renovation of the Operation Center.
A Buyboard quote was received by SpawGlass Construction Corp in the amount of
$200,301.
Budget Impact:
Payment will be provided by funds received from insurance. (Account No. 147-2300-
901.32-00, Project No. 082617) - Emergency Management Fund.
Recommendation:
Staff is requesting City Council's approval of P.R. No. 20314 authorizing renovation of
the Operation Center by SpawGlass of Beaumont, Texas, through their Buyboard
contract in the amount of $200,301.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH SPAWGLASS CONSTRUCTION CORP. OF
BEAUMONT, TEXAS, THROUGH BUYBOARD COOPERATIVE
CONTRACT NO. 520-16 EZ1QC FOR THE RENOVATION OF THE
OPERATION CENTER, IN THE AMOUNT OF $200,301. FUNDING
FROM PROCEEDS RECEIVED FROM INSURANCE IN ACCOUNT NO.
147-2300-901.32-00, PROJECT NO. 082617 - EMERGENCY
MANAGEMENT FUND.
WHEREAS, the Operation Center was damaged by flooding from Hurricane
Harvey; and,
WHEREAS, the Operation Center is currently inoperable due to the damage
caused by the flooding; and,
WHEREAS, it is deemed in the best interest of the City of Port Arthur to address
the concerns of the Operation Center; and,
WHEREAS, SpawGlass Construction Corp. of Beaumont, Texas, has a
cooperative contract with Buyboard; and
WHEREAS, Chapter 271 of the Local Government Code allows a city, by
resolution of its governing body, to participate in cooperative purchasing programs,
such as Buyboard, a purchasing cooperative, as an alternative to a formal bid process;
and
WHEREAS, per Resolution No. 02-341, the City entered into an interlocal
agreement for cooperative purchasing with the Buyboard Cooperative Purchasing
Program ("Buyboard").

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That, the facts and opinions in the preamble are true and correct.
Section 2. That, the City Manager is herein authorized to enter into a contract
with SpawGlass Construction Corp. of Beaumont, Texas, through BuyBoard Contract No.
520-16 ez1QC for the renovation of the Operation Center, in the amount of
$200,301.00, a copy of the estimate/quote is attached hereto as Exhibit "A".
Section 3. That, a copy of this caption be spread upon the Minutes of the City
Council.
READ, ADOPTED AND APPROVED on this day of June, A.D.,
2018, at a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the

I. INCLUSIONS
We have estimated:
1 Install Gypsum to 8' +/-ceiling heights at office locations, lobby area is to be 12' +/-, and texture with standard orange peel,
2 Replace all ceiling grid with 2x2 layout (existing grid demo by others) ($10,011)
3 Install standard laminate counter tops in womens and mens restroom (no lower cabinets) ( $ 8,950)
4 Install 4" base in all office areas except natural stone wall areas ($ 2,055)
5 Seal concrete floors with (H&C Shield Crete) clear sealer in office area only ($3,482)
6 Furnish and Install (6) new toilets and (3) new urinals,Remove and Reset Fixtures (1) toilet, (3) lavatories and reconnect (1)
pvc roof drain($10,803)
7 Replace (14) hollow metal doors and (25) standard paint grade wood doors.Install (14) door closers and standard hardware on
each of the (39) doors. ($17,373)
8 Replace (3) toilet partition stalls in womens bathroom ($4,725)
9 Remount 1/2" wall conduit in 3rd bay area away from office space.
10 Install new thermostats for(3) zones and rework duct to accept new diffusers ($ 10,072)
11 Replace (4) can lights in shower area,(4) exit lights in existing locations,and (1) wall mounted motion sensor
12 Repaint all areas of newly installed gypsum and existing exposed CMU masonry ($14,285)
13 All temproray toilets,dumpsters,insurance,self perform labor, bond and site supervision ($ 55,931)
14 Existing light fixtures are to be re used and in good condition and to remain connected
15 All substrates are assumed to be in good condition and suitable for renovation construction
16 Work Areas included (6) offices, (1) lobby area, (2) restroom areas, (1) breakroom, (1) conference room and all corridors
within office area

14 Any finish work on existing stone walls, exposed concrete ceilings
15 Repair work in any storage areas or tool rooms
16 Work required to bring office/and restrooms area into ADA compliance
17 Interior finish work to be below ceiling only, no fire caulking or fire rated walls
18 Main power feed to building and or new electrical wiring (all wiring is assumed to be in good functioning order)

20 Door frames (existing door frames are to be salvaged and re-used) If interior door frames are removed or unsalvageable an
addition to the contract of($8,430.00) will be required

Pricing breakouts are submitted for reference only/ proposal is submitted as a complete proposal ¬ individual scope
selection
Any work performed outside of this scope of work is to be considered a change order and paid in addition to the stated contract amount.This
offer is subject to arrangements being made, which are satisfactory to Contractor, for payment of the contract sum and security thereof.
Note: This proposal is valid for thirty (30) days only.
