RE: P.R. 20327 —An Interlocal Agreement between the Port of Port Arthur and the
City of Port Arthur for Street projects that will enhance the connectivity to the
Port of Port Arthur
Introduction:
The City of Port Arthur and the Port of Port Arthur submitted six projects for the General
Appropriations Act of the 85th Regular Legislative Session, which contained a budget rider of
an amount not to exceed $20,000,000.00 in each fiscal year of the biennium from any
available funds and/or the Texas Mobility Fund for port capital improvement projects.
Background:
Contingent upon the selection of the submitted Rider 45 Projects by the Port of Port Arthur in
collaboration with the City, there is a required match of 10% of the construction cost plus the
Engineering fees. Assuming all six projects are selected, the estimated total match plus
engineering fees is $441,570.00. The proposed match commits the City to fund 50% of the
required match for the project, not to exceed $220,785.00.
Budget Impact:
The proposed Interlocal Agreement with the Port of Port Arthur commits the City to fund
50% of the required match for the projects, not to exceed $220,785.00. Funding is available
in the Capital Improvements Account for Streets 307-1601-591.86.00.

Recommendation:
Approval by the City Council for the City Manager to enter into an Interlocal Agreement
between the Port of Port Arthur and the City of Port Arthur.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE EXECUTION OF AN
INTERLOCAL AGREEMENT BETWEEN THE PORT OF PORT ARTHUR
AND THE CITY OF PORT ARTHUR FOR STREET PROJECTS THAT
WILL ENHANCE THE CONNECTIVITY TO THE PORT OF PORT
ARTHUR, WITH A PROJECTED BUDGETARY IMPACT NOT TO
EXCEED $220,785.00. FUNDING IS AVAILABLE IN THE CAPITAL
IMPROVEMENTS ACCOUNT FOR STREETS 307-1601-591.86.00
WHEREAS, on July 18, 2018, the Port of Port Arthur will consider an Interlocal
Agreement with the City of Port Arthur for street projects that will enhance the
connectivity to the Port of Port Arthur; and,
WHEREAS, contingent upon the selection of submitted Rider 45 Projects by the
Port of Port Arthur in collaboration with the City, there is a required match of ten
percent (10%) of the construction project cost plus the Engineering fees; and,
WHEREAS, assuming all six projects are selected, the estimated total match
plus engineering fees is $441,570.00; and,
WHEREAS, contingent on the Port of Port Arthur funding 50% ($220,785.00) of
the total match plus engineering fees, the City will provide the other 50%
($220,785.00) to fund the selected projects.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the execution of an
Interlocal Agreement between The Port of Port Arthur and the City of Port Arthur for
street projects that will enhance the connectivity of the Port of Port Arthur, Texas, in
substantially the same form as attached hereto as Exhibit "A".

Section 3. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
