The Pipehunter Demo Mini Combo (Vactor) Truck will be utilized by the Utilities Department's Pipebursting Crew and Wastewater Operations to clean existing sanitary sewer pipes and replace old and deteriorated sanitary sewer lines City-wide. The cleaning and rehabilitation of the sanitary sewer system will decrease Inflow and Infiltration (I/I) of storm water into the collection system and reduce the number of sanitary sewer overflows. Background: The Pipehunter Demo Mini Combo (Vactor) Truck will be utilized by the Utilities Department's Pipebursting Crew and Wastewater Operations to clean existing sanitary sewer pipes and replace old and deteriorated sanitary sewer lines City-wide. Budget Impact: The Pipehunter Demo Mini Combo (Vactor) Truck has a H-GAC purchasing quote of $264,892.00 from Houston Freightliner, Inc. of Houston, Texas, and will be paid out of Account No. 625-1801-532.92-00, Equipment(equipment account funded by the Industry). Recommendation: It is recommended that City Council approve the Interim City Manager to purchase the Pipehunter Demo Mini Combo (Vactor) Truck, as discussed and/or outlined above. HT06-18 FOR THE UTILITIES DEPARTMENT FOR USE IN THE REPLACEMENT AND CLEANING OF SEWER LINES BY THE PIPEBURSTING CREW AND WASTEWATER OPERATIONS FOR THE TOTAL AMOUNT OF $264,892.00; FUNDS ARE AVAILABLE IN WATER UTILITIES ACCOUNT NO. 625-1801- 532.92-00, EQUIPMENT. WHEREAS, the sanitary sewer pipes in the City of Port Arthur are in need of maintenance and replacement; and, WHEREAS, the cleaning of the sanitary sewer pipes and the pipebursting method has been selected to accomplish this task utilizing City employees; and, WHEREAS,this equipment will be an essential part of the operation; and, WHEREAS, pursuant.to Chapter 271 Subchapter D of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and, WHEREAS, per Resolution No. 11-196, the City of Port Arthur entered into an Interlocal Agreement for cooperative purchasing with H-GAC Cooperative Purchasing Program (H-GAC); and, WHEREAS, the Purchasing Division has solicited a Houston-Galveston Area Council Cooperative Purchasing Program (H-GAC) quote for one (1) Pipehunter demo mini combo vactor truck, as delineated in our Purchasing Policy; and, WHEREAS, the quote from H-GAC, through Houston Freightliner, Inc. of Houston, Texas provided the bid attached as EXHIBIT"A", meeting our specifications.
