The program provided grants of up to $100,000 per entity for "disaster planning, community preparedness, training, equipment or other needs to improve disaster preparedness and response." The Fund has awarded the City of Port Arthur $100,000 to fund two projects, Emergency Operations Center Technology Support Package and High Water Search and Rescue Response Equipment, as described in detail in the attached memo from Deputy Chief Havens. About the Rebuild Texas Fund The Rebuild Texas Fund was launched while it was still raining in Houston just days after Hurricane Harvey devastated Texas communities. A collaborative project of the Michael & Susan Dell Foundation and the OneStar Foundation, along with over 30,000 donors, the initiative is dedicated to the economic recovery of hard-hit Texas communities, serving all affected areas and supporting unmet needs so communities have the range of resources they need to come back even stronger. All funds donated to the Rebuild Texas Fund are used for the ongoing rebuilding efforts across the impacted communities, while administrative costs are covered by the Michael & Susan Dell Foundation and the OneStar Foundation. Havens, Deputy Fire Chief/Deputy EMC Date: July 13, 2018 Ref: Rebuild Texas Grant Proposal Project#1: Emergency Operations Center (EOC) Information Technology (IT) Support Package Description: The City has long needed a free standing, easily activated Emergency Operations Center (EOC) to function as a multiagency command and coordination point during high impact emergencies and disasters. The EOC would provide all emergency management partners with the ability to readily communicate with, activate, and manage Local, State and Federal resources assigned to emergency or disaster operation(s). Currently, the City lacks a dedicated equipment cache required to stand up an EOC operation on short notice or no notice. Equipment such as laptop computers, printers, etc., must be pulled from other operational and administrative activities to be pressed into service, or emergency procurement procedures must be implemented with the hope the needed equipment is available. Acquisition of the following EOC IT support package would provide the Office of Emergency Management (OEM) the ability to stand up an EOC in a timely manner while providing the OEM the flexibility of establishing EOC operations in just about any City of Port Arthur building or complex that best supports the emergency/disaster operation. The City of Port Arthur is currently pursuing the acquisition and rehabilitation of property in partnership with our Economic Development Corporation (EDC) to build a permanent, dedicated EOC facility. This EOC IT support package will be used to set up the initial basic IT structure of the EOC when it is initially brought on line. Project#2: High Water Search & Rescue Response Project Description: During Hurricane Harvey, the City had only one (1) shallow draft, flat bottom marine craft available to conduct high water search and rescue operations. The City of Port Arthur's jurisdictional territory covers more than 143 square miles, more than 82 square miles is land area. Of that land area, approximately 80% (66 square miles) or more flooded during Hurricane Harvey. Adding four (4) additional shallow draft, flat bottom marine craft to the Port Arthur Fire Department's inventory and strategically positioning them at various Fire Stations through the City will greatly enhance the Fire Departments ability to conduct search and rescue operations during flood events. A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR TO ACCEPT A GRANT IN THE AMOUNT OF $100,000 FROM THE REBUILD TEXAS FUND AND THE CENTER FOR DISASTER PHILANTHROPY TO BE USED TO PURCHASE EQUIPMENT FOR DISASTER PREPAREDNESS AND RESPONSE ACTIVITIES WHEREAS, the Center for Disaster Philanthropy (CDP) and the Rebuild Texas Fund teamed up to help local communities better prepare for future storms or other natural disasters; and WHEREAS, research shows that every dollar spent on preparedness is worth six dollars in recovery; and WHEREAS, CDP and Rebuild Texas Fund together dedicated $1 million to preparedness projects throughout the Harvey affected region; and WHEREAS, the City of Port Arthur submitted projects that met the guidelines of the program, focusing on disaster planning, community preparedness, equipment and other needs to improve disaster preparedness and response; and WHEREAS, the Rebuild Texas Fund and the Center for Disaster Philanthropy have awarded One Hundred Thousand Dollars ($100,000)to the City of Port Arthur in order to assist the City in its ongoing post-Harvey recovery efforts; and, WHEREAS, the projects selected for funding include Emergency Operations Center Technology and High Water Search and Rescue Equipment. Grantee agrees that these funds will be used in compliance with all applicable anti-terrorism financing and asset control laws and regulations and that none of these funds will be used to support or promote violence, terrorist activity or related training, or money laundering. Re-granting is not permitted unless specifically approved in the grant budget. Grantee is required to cross-check all sub-grantees approved for re-granting against the terrorism watch lists designated by the U.S. Treasury Office of Foreign Assets Control (OFAC) and refrain from providing financial or material support to any listed individual or organization.
