Freeman, Director of Housing&Neighborhood Revitalization RE: Proposed Resolution 20358—Requesting authorization to apply for a Texas Department of Housing& Community Affairs HOME Investment Partnerships Disaster Recovery Funding Introduction: It is recommended that City Council adopt Proposed Resolution 20358 authorizing Harvey Robinson, Interim City Manager to file an application with the Texas Department of Housing and Community Affairs (TDHCA) for the HOME Investment Partnerships Disaster Recovery Funds for access to TDHCA's Reservation System to commit a minimum of$40,000 each in cash reserves for Homeowner Rehabilitation Assistance and Homebuyer Assistance. Background: The City of Port Arthur may apply for a TDHCA Reservation System Participation Agreement (RSP Agreement"), which is permissible due to a waiver granted by Governor Abbot's office allowing TDHCA HOME funds to be utilized in other HOME Participating Jurisdictions to assist those impacted by Hurricane Harvey. This Agreement will allow the City to reserve funds to assist households from a pool of funds designated "HOME Disaster Reservation Funds for a Homeowner Rehabilitation Assistance ("HRA") program activity and a Homebuyer Assistance Program ("HBA") program activity on a project-by-project basis. Applications are accepted on an on-going basis as funds are available on a first-come, first-served basis. Budget Impact: The Texas Department of Housing and Community Affairs (TDHCA) for the HOME Investment Partnerships Disaster Recovery program will provide all budgetary funding. P.R.20358 July 20,2018 BAF—Housing Page 1 RESOLUTION NUMBER A RESOLUTION AUTHORIZING FILING AN APPLICATION WITH TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS (TDHCA) FOR HOME INVESTMENT PARTNERSHIPS DISASTER RECOVERY FUNDING. THAT, the City Manager is authorized to represent the City of Port Arthur, Texas and also has signature authority to execute a Contract and grant agreement or loan documents, as applicable, unless otherwise stated. THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. READ, ADOPTED AND APPROVED this day of July, A.
