Background: The Police Department has submitted equipment replacement requests for vehicles to the City Manager for the upcoming fiscal year. Two of the vehicles on the replacement list were deemed total losses by TML during 2018 and paid out to the City (Unit 1995 involved in a crash; City paid $24,005 by TML. Unit 1753 involved in not at fault crash; City paid $1413 by TML). At the City Manager's request, we contacted dealerships to check the current availability of units. Silsbee Ford Fleet sales was contacted to inquire the availability of 2017 model police vehicles that remain available for purchase. Silsbee Ford participates in GoodBuy Cooperative Purchasing and advised they currently have 2017 Ford Taurus' equipped with police packaging available for purchase. They provided a quote for the purchase of eight(8) marked police units (2017 Ford Taurus with police package @ $35,374.53 each) and three (3) unmarked civilian units (2018 Ford Fusion @ $21,439.08 each) with Goodbuy administrative fees of$600 for a total of$347,913.48. The police department is able to save money on these units by purchasing 2017 police package vehicles and three civilian model vehicles for Administration/C.I.D. that remain in the dealership's inventory. The dealership advised that the availability of these vehicles is fluid as they are openly available for any agency looking for cost savings. Budget Impact: The funding is available in account 625-1801-521.93-00. Recommendation: It is recommended that seek the City Council's approval for the purchase of eleven (11) vehicles for the Police Department for equipment replacement,with a projected budgetary impact of$347,913.48, as discussed and/or outlined above. WHEREAS, the Police Department has vehicle equipment replacement needs in order to provide adequate service to the citizens of Port Arthur; and WHEREAS, Silsbee Ford has identified eight (8) new 2017 model Ford Taurus' with police packaging currently available for purchase that will meet the current needs of the Police Department; and WHEREAS , Silsbee Ford also currently has three (3) 2018 civilian model Ford Fusions available for purchase that will meet the need for unmarked vehicles for the Police Department; and WHEREAS, although these vehicles are currently available, the availability is fluid due to the fact that they are open for any agency looking for cost savings to purchase; and WHEREAS, pursuant to Chapter 271, Subchapter D, of the Loral Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and WHEREAS, Silsbee Ford participates in the GoodBuy program and has provided quotes for the purchase of a total of eleven (11) vehicles for the police department in the total of $347, 913 . 48 (see Exhibit A) . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council and the City of Port Arthur authorizes the purchase of eleven (11 ) vehicles for the Police Department via the Texas GoodBuy contract from Silsbee Ford of Silsbee, Texas in the amount of $347, 913 . 48 .
