No. 20380—Reject Bids for Resilient Seat Valves Introduction: I recommend that the City Council approve Proposed Resolution No. 20380, rejecting all bids received on May 9, 2018 for the purchase of resilient seat valves, BID#P 18-059. Background: The resilient seat valves will be utilized by the Utilities Department to rehabilitate water distribution and sanitary sewer pipes City-wide. Bids were received on May 9,2018,where multiple vendors were solicited and five (5) bid packets were received on May 9, 2018, BID #P18-059. Resilient seat valves were deemed unacceptable by Utilities staff. Resilient seat valves specifications are being rewritten by staff so new bids can be solicited. Budget Impact: No budget impact to reject bids. Recommendation: Utilities Staff will coordinate with Purchasing Department to request new bids for resilient seat valves. The Utilities Department recommends that the City Council approve Proposed Resolution 20380 and reject all bids for resilient seat valves, BID #P18-059. P. R. A RESOLUTION AUTHORIZING THE CITY MANAGER TO REJECT ALL BIDS FOR RESILIENT SEAT VALVES, BID #18-059, FOR THE UTILITIES DEPARTMENT,AND AUTHORIZATION TO REBID WHEREAS, the Utilities Department routinely uses resilient seat valves to maintain the Water Distribution and Wastewater Conveyance pressure systems throughout the City; and, WHEREAS, the Purchasing Division has solicited bids for such resilient seat valves, as delineated in our Purchasing Policy, where multiple vendors were solicited and five (5) bid packets were received on May 9, 2018, BID #P18-059; and, WHEREAS, the bids have been evaluated by Utilities Department and Purchasing (bid tabulation attached as Exhibit A); and, WHEREAS,resilient seat valves deemed unacceptable by Utilities staff, and, WHEREAS, resilient seat valve specifications are being rewritten by staff so new bids can be solicited. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Manager of the City of Port Arthur hereby rejects all bids for resilient seat valves, BID #P18-059; and, THAT a copy of the caption of this resolution be spread upon the minutes of the City Council.
