HomeMy WebLinkAboutPR 20377: PURCHASE OF REPLACEMENT IN-CAR VIDEO EQUIPMENT \011111/ig, City of s =,h 40 nrt rlhur www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: August 14, 2018 To: The Honorable Mayor and City Council Through: Harvey Robinson, Interim City Manager From: John Owens, Acting Chief of Police RE: P.R. 20377—Purchase of Replacement In-Car Video Equipment Introduction: The intent of this Agenda Item is to seek the City Council's approval for the purchase of replacement in-car video equipment for marked Police units for the Police Department for replacement due to Hurricane Harvey, with a projected budgetary impact of$37,148.00. Background: On August 24, 2017, the Mayor of the City of Port Arthur issued a Disaster Declaration due to Hurricane Harvey. The Hurricane struck Port Arthur on August 26, 2017 causing substantial damage to many city facilities and city-owned vehicles. There were 36 vehicles assigned to the police department that were deemed total losses by TML; of those,22 were marked police units having permanently mounted in-car video systems. Per Res. 17-023,the Police Department has a current contract with Utility Associates, Inc. for the in-car and body camera systems. The equipment was tested and some of the components were deemed not serviceable as a result of weather-related damage and must be replaced. Utility has provided a list of the equipment that must be replaced that was also forwarded to TML. The total amount for the equipment replacement is $37,148.00. Budget Impact: Funding available in Account Numbers 147-2300-901.25-00, Project No. 082617. A RESOLUTION AUTHORIZING THE PURCHASE OF REPLACEMENT IN-CAR VIDEO SYSTEM COMPONENTS FROM UTILITY ASSOCIATES, INC. FOR MARKED POLICE VEHICLES IN THE AMOUNT OF $37, 148. 00; FUNDING AVAILABLE IN ACCOUNT NUMBER 147-2300-901.25-00, PROJECT NO. 082617 . WHEREAS, on August 24 , 2017 , the Mayor of the City of Port Arthur issued a Disaster Declaration due to Hurricane Harvey, which has been extended per Ordinances Nos . 17-28, 17- 32, 17-35 , and 17-36 ; and WHEREAS, thirty-six (36) vehicles assigned to the Port Arthur Police Department were deemed a total loss by TML that were destroyed due to the catastrophic flooding associated with Hurricane Harvey; and WHEREAS, twenty-two (22) marked Police vehicles that were flooded were equipped with permanently installed Utility in- car video systems; and WHEREAS, many of the video components were tested and deemed not serviceable as a result of the weather-related damage and must be replaced; and WHEREAS, the City of Port Arthur has a current contract with Utility Associates, Inc . for the Police Department in-car and body camera video systems (Res . 17-023) ; and WHEREAS, Utility Associates, Inc . has provided a list of the destroyed equipment and a quote to replace said equipment (see Exhibit A) . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council and the City of Port Arthur authorizes the purchase of replacement In-Car Video System components from Utility Associates, Inc . for marked Police vehicles in the amount of $37 , 148 . 00 . Section 3 . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
