Introduction:
Presentation of the Preliminary Engineering Report for Sunken Court Phase 2 and possible
action to have the City Council's approval and acceptance of the Preliminary Engineering
Report with the recommendations as presented.
Background:
Sunken Court Phase 2 from Tyrrell Parkway to North Park Drive is part of the Year 1 Street
Program which was awarded to Action Civil Engineers, PLLC for design per Resolution No.
18-188. The Preliminary Engineering Report is the first step in the design efforts which
completes all the field work. The Preliminary Engineering Report contains the findings of the
field work and recommendations for the proper design for the street improvements.
Budget Impact:
There is no additional cost for this Preliminary Engineering Report. This is part of the design
fees already established by the award of the project design.
Recommendation:
It is recommended that the City Council approve and accept the Preliminary Engineering
Report with the recommendations as presented.

WHEREAS, per Resolution No. 18-188, the City Council selected Action Civil
Engineers to perform professional engineering services described in the scope of work
for the Roadway Design of Sunken Court Phase 2 from Tyrrell Parkway to North Park
Drive; and,
WHEREAS, the Preliminary Engineering Report is the first phase of the
engineering services provided by Action Civil Engineers for Sunken Court Phase 2 as
attached Exhibit "A"; and,
WHEREAS, a presentation of the Preliminary Engineering Report for Sunken
Court Phase 2 and possible action to have the City Council's approval and acceptance of
the Preliminary Engineering Report with the recommendations as presented.

Project Area
On June 6, 2018, Action Civil Engineers was authorized to prepare a preliminary engineering
report to address the reconstruction of the Sunken Court Phase 2, from Tyrrell Parkway to N.
Park Dr., in the City of Port Arthur. Engineering surveys for design have been completed and
accurately depict the existing roadway surface features as well as storm sewer conveyance
facilities that currently exist, associated with the roadway to be reconstructed. A geotechnical
study has also been prepared to determine existing subgrade characteristics in order to develop
recommendations for reconstruction. The project area is shown on the location map to
illustrate the total area affected by the proposed improvement.
During the course of this engineering study the contributing drainage area will be considered in
order to provide our assessment of the storm sewer facilities that are now existing. We will
• evaluate the existing systems ability to convey calculated storm flow based on the City of Port
Arthur's current drainage criteria. This effort will offer some insight into the required capacity
of an adequately sized storm sewer facility for that particular storm event. In the event the
existing facilities have been designed in consideration of a lesser design storm frequency, the
city can evaluate the merits of increasing the size of the existing storm sewers prior to the
placement of a new pavement section. The city may elect, at a minimum, to replace those
sections of existing storm sewer, which will be directly underneath the proposed pavement
improvements and come back at a later date when budgeted funds are available, to complete
the storm sewer aspect of the project.

Scope of Project
Sunken Court Phase 2 reconstruction effort, is approximately 1,100 feet in length and will run
from Tyrrell Parkway to N. Park Dr. During the course of the geotechnical investigation
technicians were on site to core through the existing surface, base and subgrade material, to a
total depth of 18 inches. The thickness of each layer was measured in the field and samples of
the subgrade were collected for subsequent testing in the laboratory. The samples were
returned to the laboratory to determine if any lime was present in the subgrade and to perform
Atterberg limit determinations. Sample test numbers 4, 5 and 6 of the geotechnical laboratory
report are associated with this section of Sunken Court Road.
For this section of Sunken Court, the surface and base thicknesses can be seen, coupled with
the fact that the underlying clay subgrade material has very high liquid limits and plasticity
• indices, both of which are indicative of highly expansive/contractive clay. Based on review of
the field and laboratory data provided by the geotechnical engineer, two options were
developed for possible consideration; although, it is my opinion only one option can be
considered based on the fact that there is no base material under the existing concrete curb
and gutter sections. [The geotechnical report accompanies this preliminary engineering report]

Existing Utilities and Structures
The reconstruction project will take place within the existing roadway right-of-way. Sunken
Court is a collector street and was considered the entry way to the City of Griffing Park prior to
its annexation in 1983 by the City of Port Arthur. At this point in time the city has no plans to
for increasing the roadway width within the existing right-of-way. Existing sanitary sewers,
water lines, and private service utilities will be notified in advance of roadway reconstruction
for a final determination on whether or not these facilities will be impacted by the proposed
roadway reconstruction.
At this juncture there is no indication that the city's existing water distribution or sanitary
sewer infrastructure has to be lowered in order to accommodate the proposed roadway
reconstruction effort; although, some shallow service lines may need to be adjusted in advance
• of these roadway improvements.
During the course of the engineering design surveys, it was noted that most of the existing
storm water inlets were in need of repair. Because the project will include the total removal of
existing curb and gutter sections, this can include removal of the top sections of the existing
storm sewer inlets, allowing for their reconstruction to current City of Port Arthur standards,
along with placement of the new curb and gutter sections. The city may also elect to replace
these structures in their entirety, depending on the type of construction used when they were
built and the integrity of the lower section of these structures.
There was also observed during field observations, the presence of streetlights positioned at
each intersection and mid-block locations; although, they were observed during the daylight
hours, they appear to be in good physical condition.

Pavement and Right-Of-Way
Once we completed our field observations and reviewed the photographic records gathered
during our survey, we assessed each finding in keeping with the "PASER Manual" for asphalt
road pavement surface evaluations and rating. We assigned asphalt pavement distress
characteristics to each and quantified our findings to come up with a percentage of each type
of defect observed and an overall percentage assessment of the entire roadway surface.
The "Paser" pavement distress characteristics used are listed on the table on the following
page. Also, a percentage of that particular distress factor is noted, representing our assessment
from each photo. The Paser assessment criteria are as follows:

8. Very Good-no longitudinal cracks except reflection of paving joints. Occasional transverse
cracks, widely spaced (40 feet or greater). All cracks sealed or tight (open less than 1/4").-
Recent seal coat or new cold mix, little or no maintenance required.
7. Good-very slight or no raveling, surface shows some traffic where. Longitudinal cracks (open
1/4") due to reflection of paving joints. Transverse cracks open 1/4", spaced 10 feet or more
apart, little or slight crack raveling. No patching or very few patches in excellent condition.
6. Good-slight raveling (loss of fines) and traffic wear. Longitudinal cracks (1/4"-1/2"), some
spaced less than 10 feet. First sign of block cracking. Slight to moderate flushing or
polishing. Occasional patching in good condition.
5. Fair-moderate to severe raveling (loss of fine and coarse aggregate). Longitudinal and
transverse cracks (open 1/2") show first signs of slight raveling in secondary cracks. First

signs of longitudinal cracks near pavement edge. Block cracking up 50% of surface.
Extensive to severe flushing or polishing. Some patching or edge wedging in good condition.
4. Fair-Severe surface raveling. Multiple longitudinal and transverse cracking with slight
rattling. Longitudinal cracking in real path. Lock cracking over 50% of surface. Patching in
fair condition. Slight writing or distortions 1/2 inch deep or less.

Reviewing the column percentages related to each surface defect and taking an overall average
of the defects indicates that 47% of this 1,100 feet section of Sunken Court has a recognizable
defect of one form or another. This information in conjunction with the geotechnical report
findings validates the net effect of what can be seen on the surface of the roadway today.
From my road construction experiences between 1976 through the early 1990s, the use of
oyster or clamshell as a road base material was very common because it was very plentiful and
less expensive for the use as road base in Southeast Texas, until depletion of these sources

necessitating the road building industry to shift to the more expensive Texas yellow limestone.
Over time the shell base would crush and consolidate under the repetitive and heavy loads of
continual traffic. This consolidation of the shell base material created gradual settlement and
subsequent movement, resulting in defects visible at the surface. It is unclear how long the
current surface/base section of Sunken Court has been in service; although, it is a fair
assessment to conclude that although this section of Sunken Court has had good longevity, the
existing shell base will no longer be reliable as a foundation for new roadway construction.
Recommendations
During our research we investigated two possible options for replacement of this roadway
section. We considered going back with a new concrete curb and gutter section in keeping with
the cities standard curb and gutter section, or to consider upgrading to an 8 inch (8") reinforced
• concrete pavement section with a mountable curb. Based on our knowledge of the
performance of a shell-based roadways, in conjunction with the expansive contractive nature of
the Beaumont clays of this area, it is recommended that all surface course materials (HMAC &
shell base) be removed down to stable subgrade soils.
The cities reconstruction effort, regardless of which replacement option the city elects to move
forward with, either option will consist of removing and disposing of the existing concrete curb
and gutter sections, removing and stockpiling all surface course materials (HMAC & base) down
to stable subgrade soils, stabilizing the existing subgrade to a depth of eight inches (8")
minimum, with approximately 6% lime by weight. After stabilization, the subgrade is to be
compacted to at least 95% of maximum density, at a moisture content within -2% to +3% of
optimal moisture. After the subgrade has been properly stabilized and compacted, the city may
elect to move forward with an asphalt/base reconstruction effort or to consider an upgrade
using the reinforced concrete pavement option which will offer an extended life expectancy
over the asphalt/ base combination.

If the city would elect to move forward with replacement of the concrete curb and gutter and a
new asphalt/base roadway, the following procedure should be followed. It is recommended to
place the first lift of base material consisting of a minimum of four inches (4") of a suitable
flexible base (i.e. limestone base), then moisture condition and compact to at least 95% of
maximum density at a moisture content within -2% to +3% of optimal moisture. Once the base
has been properly placed and compacted, the proposed concrete curb and gutter section can
be constructed on the first lift of compacted base. Following placement of the curb and gutter
sections, the first lift should be scarified and a second lift consisting of 4 inches (4") of
limestone base material should be placed, then moisture conditioned and compacted to at
least 95% of maximum density. A new riding surface consisting of a minimum two inches (2")
layer of type D hot mix asphaltic concrete (HMAC) should then be placed and compacted.
Likewise, if the city elects to move forward with a new eight (8") inch reinforced concrete
• pavement section with mountable curb, following the subgrade stabilization process mentioned
above, the new reinforced concrete pavement section can be formed and placed. It can be seen
from the preliminary construction estimates the concrete pavement section results in a less
expensive finished product. This can be attributed to be reduced amount of labor and
equipment utilization costs associated with the placement of the concrete pavement section,
compared to the limestone base manipulation and asphalt surface.
