NO. 20414—Purchase of two (2) 2018 Ford E550 Fixed Route Vehicles Recommendation: Port Arthur Transit (PAT) is recommending the City of Port Arthur's, City Council approve Proposed Resolution NO. 20414. The resolution would authorize the purchase of two (2) 2018 Ford E550 fixed route vehicles from the State of Texas SmartBuy contract through Creative Bus Sales of Irving, Texas in the amount of $216,851.46. The 2 vehicles would replace existing transit vehicles that have exceeded their designed useful life based on Federal Transit Administration(FTA) guidelines. Background: Port Arthur Transit(PAT)currently has seven(7) 2008 Orion vehicles that have 1.8 years remaining on their useful life of 12 years of service or an accumulation of at least 500,000 miles as established by the Federal Transit Administration(FTA) guidelines. The proposed procurement of two (2) additional fixed route vehicles will assist PAT's fixed route services in improving client services by reducing existing vehicle constraints; thus allowing the department to maintain compliance within the Federal Transit Administration's (FTA) guidelines and regulations. Note: Estimated delivery days are 180 days upon receipt of the City's Purchase Orders. Budgetary/Fiscal Effect: The funding allotment for this procurement is a 90% and 80% Federal Transit Administration (FTA) grant that is matched with transportation development credits (TDC). The result is the City of Port Arthur will be reimbursed by the FTA 100% in the amount of $108,425.73 for each vehicle which equates to a total of$216,851.46. FUNDS ARE AVAILABLE IN TRANSIT CAPITAL ACCOUNT NO. 401-1509-561.93-00. WHEREAS, the Transit Department requests to purchase two (2) 2018 Ford E550 fixed route vehicles from the State of Texas SmartBuy contract through Creative Bus Sales of Irving, Texas; and, WHEREAS, this procurement is provided under the Transit Capital Account No. 401- 1509-561.93-00.The funding allotment is a 90% and 80% Federal Transit Administration (FTA) grant that is matched with transportation development credits (TDC). The result is the City of Port Arthur will be reimbursed by the FTA at 100% in the amount of$108,425.73 for each vehicle which equates to a total of$216,851.46; and, WHEREAS,this procurement is compliant with all Federal Transit Administration's (FTA) guidelines and regulations; and, WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and, WHEREAS, the Transit Department along; with the Purchasing Department have reviewed the costs, of various vendors and determined that it is most cost effective to purchase said vehicles through the Texas Smart Buy State contract#304T-18-07A1; and, WHEREAS, State of Texas SmartBuy Contract through Creative Bus Sales of Irving, Texas, provided the quote attached as Exhibit"A", which meets our specifications. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct. THAT, the City Council of the City of Port Arthur hereby authorizes the purchase of two (2) 2018 Ford E550 vehicles off the State of Texas SmartBuy Contract through Creative Bus Sales of Irving, Texas, in the amount not to exceed $216,815.46, as delineated in Exhibit "A" attached hereto.
