I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Moses gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday,
September 4, 2018 at 5:34 p.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Derrick Freeman; Mayor Pro Tern Thomas Kinlaw,
III.; Councilmembers Raymond Scott, Jr., Harold Doucet, Sr. and Charlotte M. Moses;
Interim City Manager Harvey Robinson; City Secretary Sherri Bellard and City Attorney
Valecia Tizeno.
Councilmember Cal Jones joined the Special Meeting at 5:35 p.m.
Councilmember Kaprina Frank was absent from the Special Meeting.
II. MEET & GREET RECEPTION IN HONOR OF POLICE CHIEF
TIMOTHY W. DURISO
The City Council recessed their meeting at 5:35 p.m. and reconvened their meeting at
6:11 p.m. with the following members present: Mayor Freeman; Mayor Pro Tern
Kinlaw; Councilmembers Scott, Jones, Doucet and Moses; Interim City Manager
Robinson; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief
Owens.
III. PUBLIC HEARINGS —'i6:00 P.M.
(1) The Second Public Hearing To Receive Public Comment And
Hear All Persons Desiring To Be Heard On The Proposed Ad
Valorem Property Tax Rate For Tax Year 2018
A Tax Rate Of $0.792000 Per $100 Valuation Has Been
Proposed For Adoption By The Governing Body Of City Of
Port Arthur. This Rate Exceeds The Lower Of The Effective
Or Rollback Tax Rate, And State Law Requires That Two
. Public Hearing Be Held By The Governing Body Before
Adopting The Proposed Tax Rate
The Mayor introduced the above-mentioned Public Hearing at 6:13 p.m.
The City Attorney gave an overview of the above-mentioned hearing.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned item.
No one appeared before the City Council to address the above-mentioned item.
Upon the motion of Mayor Pro Tern Kinlaw, seconded by Councilmember Moses and
carried unanimously, the City Council closed the Public Hearing at 6:14 p.m.
(2) A Public Hearing To Consider The Proposed Operating
Budget For The City Of Port Arthur And The Port Arthur
Section 4A Economic Development Corporation For The
Fiscal Year Beginning October 1, 2018 And Ending
September 30, 2019
The Mayor introduced the above-mentioned Public Hearing at 6:14 p.m.
The City Attorney gave an overview of the above-mentioned hearing.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned item.
No one appeared before the City Council to address the above-mentioned item.
Upon the motion of Mayor Pro Tern Kinlaw, seconded by Councilmember Moses and
carried unanimously, the City Council closed the Public Hearing at 6:16 p.m.
IV. ACTION ITEM
To Review, Discuss and Possibly Take Action On the adoption of
The City of Port Arthur's Proposed Fiscal Year 2018-2019 Budget.
MOTION
I Move That The Adoption Of The Fiscal Year 2019 Annual Budget
Of The City Of Port Arthur Be Considered For Adoption By The
City Council On Tuesday, September 11, 2018
Upon the motion of Councilmember Moses, seconded by Mayor Pro Tern Kinlaw and
carried, the above-mentioned was adopted.
Voting Yes: Mayor Freeman; Mayor Pro Tern Kinlaw; Councilmembers Scott, Jones,
Doucet and Moses.
Voting No: None.
V. CONSENT AGENDA

(1) P.R. No. 20425 — A Resolution Ratifying The Acceptance Of
A Water Utility Easement From PA69, LP For The
Construction, Installation, Laying, And Maintaining Of
Utilities In The City Of Port Arthur
The Mayor introduced the above-mentioned Proposed Resolution.
Upon the motion of Councilmember Moses, seconded by Mayor Pro Tem Kinlaw and
carried, Proposed Resolution No. 20425 was adopted becoming Resolution No. 18-367.

Doucet and Moses.

and discussion was held regarding the Proposed FY 2018-2019 Budget.

VIII. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Doucet, seconded by Councilmember Moses and
carried unanimously, the City Council adjourned their Special Meeting at 6:22 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
