RE: Proposed Resolution No. 20412—Screw Pump Repair
Nature of the Request:
The purpose of this resolution is to ratify emergency repairs approved by the Interim City
Manager. Through normal usage, the condition of the screw pumps at the Main Wastewater
Treatment Plant have deteriorated and one of them is in need of repair. Failure of these pumps
could cause a potential health hazard. Quotes were requested from three (3)vendors and received
from two (2) vendors. Coastal Pump Services of Rosharon, Texas submitted the lowest, most
responsible quote of $44,085.00 to repair one screw pump. Funding is available in Water
Utilities Account No. 410-1256-532.42-00, Equipment Maintenance.
Staff Analysis, Considerations: •
Staff will review the repairs and maintain the screw pump after the repairs are made.
Budget Considerations:
Funding is available in Water Utilities Account No. 410-1256-532.42-00, Equipment
Maintenance.
Recommendation:
I recommend that the City Council approve Proposed Resolution No. 20412 to authorize the
repair of the screw pump in the amount of$44,085.00 at the Main Wastewater Treatment Plant.

RESOLUTION NO.
A RESOLUTION RATIFYING EMERGENCY REPAIRS TO THE
SCREW PUMP AT THE MAIN WASTEWATER TREATMENT
PLANT FROM COASTAL PUMP SERVICES, INC. OF
ROSHARON, TEXAS, WITH A PROJECTED BUDGETARY
IMPACT OF $44,085.00; FUNDING IS AVAILABLE IN UTILITIES
ACCOUNT NO. 410-1256-532.42-00, EQUIPMENT SERVICES.
WHEREAS, due to normal usage, one of the screw pumps at the Main Wastewater
Treatment Plant has failed and was in need of significant repair in order to avoid a potential
hazard to public health; and,
WHEREAS, three (3) quotes were solicited and two (2) quotes were received, with
Coastal Pump Services, Inc. of Rosharon, Texas submitting the lowest, responsible quote of
$44,085.00 (as shown in Exhibit"A"); and,
WHEREAS, the screw pumps are a critical component of the wastewater treatment
process and need to be repaired as quickly as possible to ensure public health and safety, and the
Interim City Manager granted emergency approval (Exhibit"B")to proceed with the repair; and,
WHEREAS, it is further authorized pursuant to Section 252.022(a)(2), of the Texas
Local Government Code, a procurement necessary to preserve or protect the public health or
safety of the municipality's residents. This procurement is also authorized pursuant to Section
252.022(a)(3), of the Texas Local Government Code, because of unforeseen damage to public
machinery, equipment, or other property; and,
WHEREAS, these repairs are necessary to the proper functioning of the treatment plant,
without these repairs other equipment would eventually fail to function properly, potentially
causing more damage to other treatment units.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Council of the City of Port Arthur hereby ratifies repair of a screw pump
authorized by the City Manager for the amount of$44,085.00; and.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

We are pleased to quote the following: 1-Screw Pump Shaft&Bearing Replacement
INCLUDING: Remove Shaft and Bearing from Screw Pump in the Field and bring to Coastal
Pump Services. Disassemble and Inspect all of the Parts. Replace with New Shaft and Pillow
Block Bearing. Pillow Block Bearing to Include; Bearing Housing, 2 Ball Bearings, 2 Lip Seals,
Gaskets, Locking Nut & Washer, 2 Shims, and Miscellaneous Nuts & Bolts. Clean, Prime, and
Paint all of the Parts. Reassemble and fill with proper Lubrication. Install in the Field and Test
Run.
Quoted Price: $44,085.00
NOTE: The Bearing Unit had major failure damaging the Shaft and everything in the
bearing housing. The Bearing housing is sold as one unit from the manufacture and is most
of the cost shown above. I also attached pictures of the damages in the E-Mail.
TERMS: Net 30 days
WARRANTY: New equipment will be warranted for ONE YEAR Manufactures'warranty or other
specified.Rebuilt equipment will be warranted for ONE YEAR based on workmanship,
parts and labor. All electrical components on motor's (rewind/recondition)are subject to
inspection for cause of failure.
Quoted price valid for 30 days and does not include any applicable taxes.
To expedite service,please sign form,include purchase order number,and fax back to
Coastal Pump Services.Any equipment left over 90 days without decision is subject to be discarded.

RE: Main WWTP Screw Pump
Currently, one of our Screw Pumps at the Main Wastewater Treatment Plant is
out of commission due to mechanical problems. These pumps are vital in the
process of pumping the wastewater to the Aeration Basin there are a total of
three Screw Pumps. With one down two will keep the Plant Operating without
wastewater overflowing onto Plant grounds, but if another goes down we will
not be able to stop the flow. It will require renting a pump at $400/day until
pumps are repaired. This Emergency repair is warranted for Public Health and
to not be noncompliant with TCEQ.
The estimated cost of the repair is $44,085.00 from Coastal Pump Services; Inc.
