RE: Acceptance of a list of streets for Remedial Asphalt Rehabilitation
Introduction:
Presentation of Remedial Asphalt Rehabilitation and possible action to have the City Council's
approval and acceptance of a list of streets for Remedial Asphalt Rehabilitation.
Background:
The City Council accepted a list of streets for Rehabilitation and Reconstruction. The City of
Port Arthur has many more streets to be reconstructed. To preserve and extend the life of the
existing to be reconstructed streets we propose a third option of remedial asphalt rehabilitation.
With this option, we will be able to extend the usable life of the street up to 7 years in which
time the street can be designed and reconstructed when funds become available. The attached
list of remedial streets is a combination of to be reconstructed streets reclassified as remedial
streets and additional streets. The additional streets can be added because of the savings
attached to doing remedial work instead of reconstruction work.
Budget Impact:
There is no cost in accepting the remedial list. The estimated cost of the remedial asphalt
rehabilitation of streets is $1,256,428.00. The reclassification of four reconstruction streets
with a budgeted amount of$1,961,648.00. The Reconstruction budgeted amount minus the
Remedial cost gives the city a savings of$705,220.00

Recommendation:
It is recommended that the City Council approve and accept list of streets for Remedial
Asphalt Rehabilitation.

RESOLUTION NO.
A RESOLUTION ACCEPTING A LIST OF STREETS FOR REMEDIAL
ASPHALT REHABILITATION FOR STREETS DIVISION OF PUBLIC
WORKS TO PRESERVE AND EXTEND THE LIFE OF THE EXISTING
PAVEMENT WITH NO PROJECTED BUDGET IMPACT.
WHEREAS, the City Council accepted a list of streets for Rehabilitation and
Reconstruction; and,
WHEREAS, the City has many more streets to be reconstructed; and to preserve
and extend the life of the existing to be reconstructed streets we propose a third option
of remedial asphalt rehabilitation; and
WHEREAS, the Remedial Asphalt Rehabilitation option will extend the life of the
street up to 7 years in which time the streets can be designed and reconstructed when
funds become available; and,
WHEREAS, a presentation explaining the remedial process and a list of remedial
streets to include reconstruction streets reclassified as remedial streets and additional
streets.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager is authorized to accept the list of streets for remedial
asphalt rehabilitation for streets division of public works to preserve and extend the life
of the existing pavement, in substantially the same form as attached hereto as Exhibit
„A„
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.
