Nature of Request:
City Hall experienced water intrusion, damaging the basement and the first floor, resulting in the
displacement of the Human Resources Department. Total Safety performed an assessment of the building
and provided recommendations as included in this packet. In order to address this situation as quickly as
possible, preserve the building and restore normal operations, staff concurs with Total's recommendations.
Staff has addressed the air conditioning recommendation and secured improved air and humidity controls.
Pricing was received from Action Restoration, under the TIPS program, for the remainder of the work
recommended by Total Safety's assessment:
1. Replace the caulking on the marble sheeting. This should seal the building from further water
intrusion. The cost is $22,500 to perform this work.
2. Remediate the basement and the first floor —removing ceiling tiles, carpet and drywall and cleaning
and sanitizing all areas. The cost from this work is $89,450.
When this work is complete, the ceiling tiles, drywall and flooring will need to be replaced. Staff will return
to Council with information and pricing on those areas.
Recommendation:
I recommend City Council approve Proposed Resolution 20484 accepting the proposals from Action
Restoration for 1) replacing the caulking on the marble sheeting at City Hall for $22,500 and 2) for the base
mold remediation pursuant to the protocol provided by Total Safety for$89,450.
Budget Considerations:
Funds are available in account 001-1206-532-32-00 Building Maintenance -Facilities Maintenance Division.

ARTHUR, TEXAS, THROUGH TIPS COOPERATIVE CONTRACT NOS.
161201 AND 180205 FOR CITY HALL REPAIRS AND MOLD
REMEDIATION, IN THE TOTAL AMOUNT OF $111,950.00. FUNDS
ARE AVAILABLE IN ACCOUNT NO. 001-1206-532-32-00
BUILDING MAINTENANCE - FACILITIES MAINTENANCE
DIVISION
WHEREAS, the City of Port Arthur sustained substantial damages to City Hall
from water intrusion; and,
WHEREAS, Total Safety performed an assessment of the basement and first
floor; and,
WHEREAS, it is deemed in the best interest of the City of Port Arthur to address
the concerns of the water intrusion in order to preserve the existing structure, and
provide a safe working environment for the employees; and,
WHEREAS. Chapter 271 of the Local Government Code allows a city. by
resolution of its governing body. to participate in cooperative purchasing programs. such
as TIPS/TAPS, a purchasing cooperative, as an alternative to a formal bid process: and.
WHEREAS, per Resolution No. 12-008, the City of Port Arthur entered into an
Interlocal agreement with Region VIII Education Service Center for participation in the
Interlocal Purchasing System (TIPS/TAPS); and.
WHEREAS, Action Restoration of Port Arthur, Texas, has provided the proposals
for the repairs at City Hall, in the total amount of $111,950.00, as delineated in Exhibit
"A" attached hereto.

CITY OF PORT ARTHUR:
Section 1. That, the facts and opinions in the preamble are true and correct.
Section 2. That, City Manager is herein authorized to execute, on behalf of the
City of Port Arthur, contracts with Action Restoration through their TIPS Contract Nos.
161201 and 180205 in the total amount of $111,950.00, in substantially the same form
as attached hereto as Exhibit "A".
Section 3. That, a copy of this caption be spread upon the Minutes of the City
Council.

ASSESSMENT SUMMARY
On July 17, 2018, Robert Hanks, Texas Department of State Health Services Licensed Mold Assessment
Consultant and Sr. EHS Specialist with Total Safety U.S., Inc., performed a limited mold assessment of
the City Hall basement & first floor located at 444 4th Street in Port Arthur, Texas. The assessment
included visual observations of the interior spaces. This work was requested by Alberto Elefano In
response to visible mold,wet carpeting and odors in the Basement and First floor of the building.
As a result of the assessment,the following recommendations were made:
1. The cracks between the marble like sheets on the exterior of the building should be sealed to
prevent rain water from encroaching into the building. It is felt that windblown rain could be
pooling on the floor of the first floor office areas resulting in wet carpeting and contributing to an
environment contusive to mold growth.
2. The air conditioning should be evaluated by professionals to ensure adequate air drying and
overall efficiency. Consideration should be given to having the HVAC fans, coils, ducts and registers
cleaned or replaced as necessary.
3. The building envelope should be inspected regularly to detect water intrusion into interior spaces
and repairs undertaken to prevent fungal growth.
4. In addition to visible mold it is suspected that there may also be hidden mold Inside the wall cavities
as a result of the accumulation of windblown rain.Therefore, a mold remediation is recommended.
5. Visible surface mold growth on the concrete walls and metal frame trim (approximately 400
square feet) in the basement should be cleaned and rendered free of visible mold.
6. The sagging ceiling tile throughout the basement and first floor(approximately 5,900 square feet)
should be removed.
7. Approximately 1,300 square feet of carpeting should be removed from the first floor office areas.
Consideration should be given to replacing the carpeting with more resilient flooring, i.e. vinyl tile.
8. In the first floor office area of the building, approximately 2,600 square feet of drywall should be
removed from the interior side of exterior walls exterior walls and the supporting frame cleaned

9. Remove any additional water damaged and/or mold impacted material if additional mold is
discovered (i.e. wall studs and supporting frame work).
10. Wipe down all built-in furniture items, cabinets,trim and doors in the remediation areas.
11. Apply anti-microbial agent (i.e. Sporicidin or Microban) throughout all remaining surfaces in the
remediation areas.

REMEDIATION PROTOCOL - CONTRACTOR
Eliminate Moisture Intrusion
Remediation should be conducted in accordance with the Texas Mold Assessment and Remediation
Rules. Ensure that all moisture intrusion problems in the facility have been identified and completely
repaired prior to beginning remediation work.
Scope of Work:
A icensed mod remediation contractor will be responsible for the following:
1. All items indicated in Table 1,Scope of Work for Remediation Activities.
2. Isolate the work area with a local containment made of six mil polyethylene. Maintain negative
pressure within the containment through the use of a NEPA vacuum or negative air machines.
Cover all HVAC supply and return air registers in the work area with six millimeter polyethylene.
Post warning signs at the entrance to the work area in accordance with OSHA and TDLR
requirements.
3. As part of a qualified Mold Remediation Project, remove all water damaged and/or mold
impacted material as indicated in the Scope of Work. It is estimated that 2,600 square feet of
drywall walls, approximately 400 square feet of concrete walls, 1,300 square feet of carpet and
5,900 square feet of ceiling tile and possible batt insulation will be impacted by the remediation.
4. If during the course of remediation additional water damage is discovered, remove any
impacted materials as well. Document the quantity and condition of the materials, and gain
approval from the Consultant/Client prior to removal. The integrity of the wall studs and all
other structural members should be evaluated prior to restoration.
5. Upon completion of gross removal of building materials (as described in Table 1), complete the
following for the building interior in the vicinity of the mold remediation project:
a. Bag all discarded materials in six mil polyethylene bags or taped sheeting. HEPA
vacuum and wipe down bags with a disinfectant solution prior to removing them from
the work area.
b. Wipe down and remove all surface molds from exposed surfaces and wall studs. Wash
affected exposed surfaces and wall studs with an EPA registered disinfectant detergent,
(i.e. Sporicidin or Microban), per manufacturer's recommendations. Ensure that the
material is thoroughly dried to prevent the spread of mold proliferation.

c. HEPA vacuum the floors of the building interior in the vicinity of the work areas. Upon
completion, operate "air scrubbers"equipped with HEPA filtration throughout the area
to clean the air.
d. As part of routine maintenance, Inspect, repair and clean the HVAC system prior to re-
occupancy. Clean the HVAC supply and return registers located in the vicinity of the
work areas.
e. Upon completion of remediation, notify the licensed Mold Assessment Consultant so
that a post remediation assessment can be conducted.
f. Upon achieving clearance for all work areas, remove critical barriers.
Personal Protective Equipment
The remediation contractor shall provide appropriate personal protective equipment for executing the
work. Minimum recommendations are as follows:
> Disposable clothing constructed of suitable materials such as DuPont Tyvek or equivalent,
• Negative pressure, half-face air-purifying respirators approved by NLOSH equipped with an N-95
filter.

Worker Decontamination
Provide a decontamination area'to allow workers to properly decontaminate prior to exiting the work
area or removing materials from the work area. Use the following decontamination procedures for
personnel in work area:

> Wet clean or HEPA-vacuum respirator, inner suit and exposed portions of the body in
decontamination area.
• Maintain respiratory protection throughout the decontamination process.

POST REMEDIATION CLEARANCE REPORT
After remediation is complete for each work area,air scrubbers should be operated for at least 24 hours
prior to the post remediation assessment. The post remediation assessment shall be conducted prior to
build back.
The work area must be free from all visible mold, wood rot and water damage. Spore trap air samples
and/or surface samples will be collected while the containment structure Is still erected to determine
adequate remediation.
The Mold Assessment Consultant will perform a post remediation clearance including the following:
> Visual inspection -A visual inspection of remediated areas for the absence of visible mold, dust,
and wood rot;
