What is Remedial Asphalt Rehabilitation Projects?
It is the process of providing a new surface on a road that would otherwise not get any attention for a number of years
Over 50% of the streets in Port Arthur are in failed or poor condition and need to be reconstructed
To reconstruct all these streets would cost nearly $400M and take over 20 years
A new surface on these roads would eliminate the potholes and make them drivable for a number of years while the reconstruction program catches up
The process for Remedial Asphalt Rehabilitation is the same as Rehabilitation which involves the milling of the asphalt to its base and resurfacing
Remedial Rehabilitation is not a permanent solution but it would allow better drivable conditions until it can be reconstructed

Reconstruction of Streets
For 2017-18, the council approved 32 streets for Rehabilitation or Reconstruction
Reconstruction are those streets that have deteriorated to the point where base failure is evident
The Reconstruction process takes longer because it addresses the entire street structure as well as addresses other matters such as drainage improvements, utility replacement or realignments
and pedestrian safe path ways
Failed or poor streets can only be corrected by addressing foundation repair work. This is accomplished by reconstruction. A concrete road can yield a life of 30 years. An asphalt road
normally yields a life of 20 years but through proper maintenance and rehabilitation work the life can be extended many more years. Currently there are 8 streets in design for Reconstruction

Advantages and Disadvantages
Advantages
Work can commence almost immediately
It will eliminate the potholes and make the street drivable
The cost is a small fraction of the Cost of Reconstruction and can add up to 7 years to the usefulness of the street
The relative low cost of Rehabilitation work will allow a far greater number of streets to be resurface and return to a state of acceptable drivable condition in a much shorter time
frame
The city would have more time to properly planned for funding of the street program considering the expenses incurred from the damages of TS Harvey
Disadvantages
It will not address drainage issues
There will be no utility improvements
The failures on the streets will repeat in time

Why Remedial Asphalt Rehabilitation?
Time and Funding as mentioned in the previous slide
Reconstruction work requires construction plans and the work also is more intensive requiring long construction phase
Reconstruction work will cost up to 20 times more than Remedial Rehabilitation work
The city had budgeted money for reconstruction work. By simply converting four streets (one from each district) from Reconstruction to Remedial Rehabilitation there will be sufficient
funds available to include an additional 17-20 streets in the Remedial Rehabilitation program

When can we start on Remedial Asphalt Rehabilitation?
The Remedial Asphalt Rehabilitation will be performed by both in-house Streets Division of Public Works and by soliciting outside contractors
Remedial Asphalt Rehabilitation can commence almost immediately
Remedial Asphalt Rehabilitation will only take weeks to complete verses months or years for the reconstruction work

Remedial Asphalt Rehabilitation will eliminate potholes, provide a smooth surface for motorist and make the street drivable for a period of up to 7 years in which time the street can
be planned for reconstruction work when funds become available at a future date
