Re: P.R.20486—FTA Grant Acceptance
Nature of Request: Request for City Council to authorize the City Manager to accept a section
5339(c)grant from the Federal Transit Administration(FTA)awarded to Port Arthur Transit(PAT)
for the purchase of zero-emission transit buses as well as the acquisition,construction,and leasing of
required supporting facilities.
Background: In 2016,PAT was awarded FTA section 5339(c)funds to purchase six(6)zero-emission
fixed route buses. PAT is currently in the planning and design stages for an August 2019,rollout of
the six(6)zero-emission fixed route buses. In the PTA's most recent section 5339(c)disbursement,
PAT was awarded an additional$2.25 million to purchase four(4)zero-emission fixed route buses.
These additional four(4)buses will replace vehicles that will soon exceed their designed useful life
based on FTA guidelines. The chart below shows the average useful life of PAT's Orion ISL fixed
route vehicles and their remaining useful life.

The 5339(c)grant award requires a local and/or state match and can be further supplemented by a
5307 federal allotment. Eligible expenses related to vehicle purchase require a fifteen(15)percent
match. PAT will reallocate 5307 funds earmarked for the purchase of diesel vehicles. Additionally,
PAT will receive Transportation Development Credits from TxDOT through the competitive
application process. Eligible expenses to acquire low-or zero-emission bus equipment and facilities
require a ten(10)percent match. This match will also be obtained through local funds,state grants
and/or PAT's 5307 federal allotment. As PAT develops a final budget scope for the$2.25 million
there could be a need for a local match. If local match is required,PAT will submit the request
through the annual budget process.
Recommendation: It is recommended City Council approve proposed P.R. 20486. This resolution
would authorize the City Manager to accept a section 5339(c)grant from the Federal Transit
Administration(FTA)awarded to Port Arthur Transit(PAT)for the purchase of zero-emission transit
buses as well as the acquisition,construction,and leasing of required supporting facilities.
Budgetary/Fiscal Effect: This project will be covered by the FTA award of$2.25 million, state
grants,5307 allocation and local funds.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A SECTION
5339(C) GRANT FROM THE FEDERAL TRANSIT ADMINISTRATION (FTA)
AWARDED TO PORT ARTHUR TRANSIT (PAT) FOR THE PURCHASE OF ZERO-
EMISSION TRANSIT BUSES AS WELL AS THE ACQUISITION, CONSTRUCTION,
AND LEASING OF REQUIRED SUPPORTING FACILITIES.
WHEREAS, Port Arthur Transit (PAT)has received funding in the amount of
$2,225,000.00 from the Federal Transit Administration (FTA) from the Low or No Emission
Competitive Program; and
WHEREAS, pursuant to 49 U.S.C. 5339 (c)/FAST Act Section 3017, FTA funds are
available to state and local government authorities for the purchase or lease of zero-emission and
low-emission transit buses as well as acquisition, construction, and leasing of required
supporting facilities; and
WHEREAS, PAT was authorized to purchase four(4) zero-emission fixed route buses,
charging stations and accompanying infrastructure; and
WHEREAS, PAT will purchase the four(4)zero-emission fixed route buses to replace
vehicles that will have exceeded their useful life prior to the procurement's completion; and
WHEREAS,all eligible expenses under the Low- or No-Emission Competitive Program
require a 15 percent match for vehicle purchase and 10 percent match to acquire low- or no-
emission bus equipment and facilities. The match can be obtained through local funds, state
grants and/or PAT's 5307 federal allotment.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to accept the Section 5339(c) grant award
from the FTA.
THAT, a copy of the caption of this Resolution be spread upon the minutes of the City
Council.
READ,ADOPTED AND APPROVED this day of October, 2018 at a Regular
