for the Main Wastewater Treatment Plant
Nature of the Request:
The Comminutor (sludge grinder) for the sludge dewatering system at the Main Wastewater
Treatment Plant is out of commission due to mechanical failures; the top part of the structure
blew apart, making it unusable. On September 21st, management was alerted to this condition
and began researching solutions and timelines for these solution to be in place. Vision
Equipment was contacted for pricing and availability on a replacement unit; the best that the
manufacturer could promise was a 3-6 week lead time on delivery and installation. Management
obtained emergency purchase approval from the City Manager so the manufacturer could begin
construction and insure prompt delivery of the comminuter. The emergency authorization was
vital to have the unit up and running as soon as possible so that public health and safety impact
danger would be minimized. This unit is a vital part of the sludge removal, conditioning and
dewatering process at the Wastewater Treatment Plant, and is a single point failure.
Without an operating Comminutor, we cannot operate our centrifuges because of stoppages that
will occur in the sludge feed lines. Treatment Plant staff is currently paying a sludge hauling
contractor to bring the raw sludge to our other dewatering unit in Port Acres for disposal. This
method is inefficient and expensive. The Comminutor had to be replaced via emergency repair
in order to keep the Wastewater Plant in compliance with TCEQ rules and regulations.
An inoperative Wastewater Treatment Plant, for a period of time, could be a danger to public
health and safety. The current unit is prone to constant failures and frequent costly repairs.
Therefore, it is recommended that replacement of our current unit takes place.
The estimated cost of a replacement unit is $30,500.00 from Vision Equipment.
StaffAnalysis, Considerations:
City Staff will be utilized to replace the unit.
Budget Considerations:
This project will be charged to Water Utilities 0 & M Account No. 410-1256-532.42-00,
Wastewater Treatment/Equipment Maintenance.
Recommendation:
I recommend that the City Council approve Proposed Resolution No. 20490 to ratify the
purchase of a comminutor (sludge grinder) from Vision Equipment, of Fair Oaks Ranch, Texas,
in the amount of$30,500.00.

COMMINUTOR (SLUDGE GRINDER) FROM VISION
EQUIPMENT, OF FAIR OAKS RANCH, TEXAS, DUE TO VITAL
EMERGENCY REPLACEMENT TO KEEP THE MAIN
WASTEWATER PLANT OPERATIVE AND IN COMPLIANCE
WITH TCEQ MANDATES, WITH THE COST IN THE AMOUNT
OF $30,500.00; FUNDING IS AVAILABLE IN THE WATER
UTILITIES DEPARTMENT ACCOUNT NO. 410-1256-532.42-00,

WHEREAS, the Comminutor (sludge grinder) for the sludge dewatering system at the
Main Wastewater Treatment Plant is out of commission due to mechanical failures, this unit is a
vital part of the sludge removal and dewatering process at the Wastewater Treatment Plant and is
a single point failure; and,
WHEREAS, without an operating comminutor, we cannot operate our centrifuges
because of stoppages that will occur in the sludge feed lines; and,
WHEREAS, the emergency replacement expenditure was authorized by the City
Manager (Exhibit A) and is vital to keep the Wastewater Treatment Plant in compliance with
TCEQ rules and regulations; and,
WHEREAS, the current unit is prone to constant failures and frequent costly repairs;and,
WHEREAS, it is recommended that replacement of current unit occurs, as it is
authorized pursuant to Section 252.022(a)(2), of the Texas Local Government Code, a
procurement necessary to preserve or protect the public health or safety of the municipality's
residents. This procurement is also authorized pursuant to Section 252.022(a)(3), of the Texas
P.R. 20490

Local Government Code, because of unforeseen damage to public machinery, equipment, or
other property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Council of the City of Port Arthur hereby ratifies the purchase of the
Comminutor (sludge grinder) for the sludge dewatering system at the Main Wastewater
Treatment Plant from Vision Equipment, of Fair Oaks Ranch, Texas, for the amount of
$30,500.00; and,
THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to
approve, on behalf of the City, the bid for the City of Port Arthur from Vision Equipment, of Fair
Oaks Ranch, Texas for the amount of $30,500.00 for the Comminutor (sludge grinder) for the
sludge dewatering system at the Main Wastewater Treatment Plant; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
