I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Moses gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Monday, October 8,
2018 at 4:02 p.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Derrick Freeman; Mayor Pro Cal Kinlaw, III.; Councilmembers Raymond
Scott, Jr., Harold Doucet, Sr. and Charlotte M. Moses; Interim City Manager Harvey
Robinson; City Secretary Sherri Bellard and City Attorney Valecia Tizeno.
Councilmembers Cal Jones and Kaprina Frank was absent from the Special Executive
Session.
II. *CLOSED MEETING (EXECUTIVE SESSION) — CONTINUED
Closed Meeting:
(1) Section 551.071 Government Code — To Receive Legal
Advice And Consultation With The City Attorney Related To
Potential Claims And Outstanding Contractual Obligations
Of The City
(2) Section 551.071 Government Code — To Discuss
Claims/Potential Litigation Regarding Damages To City
Owned Property Located At 344 Procter Street
(3) Section 551.072 Government Code — To Discuss The Value
Of The Land (Felix and Milton Barker Community Center)
(4) Section 551.072 Government Code — To Discuss The Value
Of The Land (Babe Zaharias Golf Course)
(5) Section 551.087 Government Code — To Discuss Economic
Development Incentives In The Industrial District/ET]
The City Council recessed their meeting at 4:04 p.m. to meet in Executive Session to
consider the above-mentioned topics, and reconvened their meeting at 5:36 p.m. with
the following members present: Mayor Freeman; Mayor Pro Tern Kinlaw;
Councilmembers Scott, Doucet and Moses; Interim City Manager Robinson; City
Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Deputy Chief Mike Fratus.
The City Council recessed their Regular Meeting at 5:36 p.m. and reconvened their
meeting at 6:04 in order to make the following motion regarding the Felix Barker Center
with the following members present: Mayor Freeman; Mayor Pro Tern Kinlaw;
Councilmembers Scott, Doucet and Moses; Interim City Manager Robinson; City
Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Deputy Chief Mike Fratus.
MOTION IN OPEN SESSION
Councilmember Doucet read the following motion into the record:
A Motion To Rescind The Council Directive To Staff To Process
The Sale Of The Felix Barker Community Center
Upon the motion of Councilmember Doucet, seconded by Councilmember Moses and
carried, the above-mentioned motion carried.
Voting Yes: Mayor Freeman; Mayor Pro Tern Kinlaw; Councilmembers Scott, Doucet
and Moses.
Voting No: None.
Upon the motion by Councilmember Moses seconded by Mayor Pro Tern Kinlaw and
carried unanimously, the City Council adjourned their Special Executive Meeting at 6:11
p.m.
III. ADJOURNMENT
Upon the motion by Councilmember Moses, seconded by Mayor Pro Tern Kinlaw and
carried unanimously, the City Council adjourned their Special Meeting at 6:11 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
