I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Moses gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, October
16, 2018 at 3:39 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Pro Tem Thomas Kinlaw, III.; Councilmembers, Cal Jones,
Harold Doucet, Sr., Charlotte M. Moses and Kaprina Frank; Interim City Manager Harvey
Robinson; City Secretary Sherri Bellard and City Attorney Valecia Tizeno.
Mayor Derrick Freeman joined the Special Meeting at 4:10 p.m.
Councilmember Scott was absent from the Special Meeting due to extenuating
circumstances.
II. MARDI GRAS WORKSHOP
A Workshop To Discuss And Possibly Take Action Regarding The
City's Existing Special Events Ordinance Set Forth In Chapter 90
Of The Code Of Ordinances As It Pertains To The Mardi Gras
Festival.
A workshop of was held regarding the Mardi Gras Festival and the following people
appeared before the City Council to answer inquiries regarding Chapter 90 of the Code
of Ordinances:
Mardi Gras of Southeast Texas Representatives:
Laura Childress
Tim Romero
Floyd Marceaux
Port Arthur Health Department Inspector Lacey Brown
Citizen:
William Wells, 4210 Sequoia Avenue
III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Kaprina Frank, seconded by Councilmember Moses
and carried unanimously, the City Council adjourned their Special Meeting at 5:45 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
