RE: Proposed Resolution No. 20544
Motiva Enterprises, LLC approached the City with a desire to be a partner with us in the "Harvey"
recovery efforts underway. Working with City Staff and representatives of Drainage District 7 the
group identified areas where we could work together to not only recover from this most recent event,
but to prepare for the upcoming season. As a result of these efforts, Motiva has award the City an
initial project funding of $1,150,000 as an immediate infusion to fund equipment to serve both
drainage and water utilities' recovery and mitigation activities.
The Memorandum of Understanding which was approved by City Council Resolution 18-220 outlined
the following activities to be funded:
• Camera Truck ($250,000) to be used to inspect stormwater, water and wastewater lines in
order to identify areas of collapse and intrusion. This equipment will also be used to measure
and define areas of silt build up which prohibits the efficient function of the systems.
• Gradall ($300,000) will provide the ability to clear more drainage culverts; again increasing
the efficiency of the system.
• Vactor Truck ($350,000) will be used in conjunction with the Camera Truck to clear those
areas identified.
• $250,000 toward the pipe-bursting project.
After the equipment was purchased, the total cost was $1,022,414; leaving a balance of funds which
Motiva has authorized the City to utilize towards the recent purchase of trailer mounted diesel pumps
to assist with drainage activities.
Staff recommends that City Council approve this resolution confirming this funding.
