Re: P.R.20522—Designing of Fuel Island for Port Arthur Transit(PAT)
Nature of Request:Authorize the City Manager to negotiate a contract with Soutex,Inc., for
engineering and design services to reconfigure Port Arthur Transit's(PAT)propane station for new
gasoline and diesel fueling options while retaining propane fueling capacity.
Background: Rainwater intrusion into PAT's underground diesel fueling tank has made the existing
system inoperable while the operational need for gasoline and diesel continue. If PAT experiences a
fuel shortage,there is a potential for service delays and/or cuts for both fixed route and paratransit
services. These delays and/or cuts to transit service have a serious impact on customers whose critical
dialysis and other medical needs are dependent of PAT's transportation services.
While PAT addresses the water intrusion issue for remediation,it has leased an above ground tank
from Spidle& Spidle,Inc. Port Arthur Transit(PAT)intends to retain a qualified professional firm to
provide engineering design services for a fuel island upgrade at its maintenance facility located at 325
Dallas Avenue,Port Arthur,Texas. PAT has an existing propane fueling station located at 325 Dallas
Avenue. PAT will be retiring most vehicles and equipment that utilize propane within the next 6
months. In order to accommodate the utilization of gasoline and diesel vehicles PAT is looking to
convert the propane facility so it will provide diesel and gasoline in addition to the existing propane.
Recommendation: It is recommended that the City Council approve proposed P.R. 20522 for
engineering and design services to reconfigure Port Arthur Transit's(PAT)propane station for new
petroleum and diesel fueling while retaining the propane fueling capacity.
Budgetary/Fiscal Effect: Funding to pay for the design and engineering services is available in
account 401-1509-561.82-00.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A
CONTRACT WITH SOUTEX INC. OF PORT ARTHUR,TEXAS FOR ENGINEERING
AND DESIGN SERVICES FOR THE RECONFIGURATION OF PORT ARTHUR
TRANSIT'S PROPANE STATION. FUNDING IS AVAILABLE IN ACCOUNT 401-
1509-561.82-00.
WHEREAS, Port Arthur Transit(PAT) has received funding from the FTA and TxDOT
to reconfigure the propane station located at 325 Dallas Ave., Port Arthur, Texas; and
WHEREAS, Port Arthur Transit issued a Request for Qualifications (RFQ) from
engineering firms for engineering and design services to reconfigure its propane station; and
WHEREAS, six (6) qualification packages were received, and have been evaluated by
Purchasing, Engineering and PAT, a copy of the qualifications tabulation is attached hereto as
Exhibit"A"; and
WHEREAS, Port Arthur Transit(PAT) is converting the propane facility to diesel and
El0 (10% Ethanol and 90% unleaded gasoline), in addition to retaining the existing propane; and
WHEREAS, Soutex Inc. of Port Arthur, Texas, was selected based on the evaluation of
the qualifications packages.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to enter into contract negotiations with
Soutex, Inc. of Port Arthur, Texas, for engineering and design services of PAT's propane station.
THAT, a copy of the caption of this Resolution be spread upon the minutes of the City
Council.
