Two of the blowers at the Port Acres WWTP have failed and need to be replaced for proper treatment of wastewater. The blowers are from a sole-source vendor, ACFM Inc, of Houston TX. Total cost for the blowers and installation is $53,196.00 and is budgeted in account number 410-1256-532.42-00. Background: The blower system at the Port Acres WWTP supplies critical oxygen levels for the successful treatment of wastewater. These replacement blowers will bring our oxygen supply system back up to 100%design capacity. Budget Impact: This equipment replacement is budgeted and costs $53,196 and will be funded from account number 410-1256-532.42-00. Recommendation: It is recommended that City Council approve PR 20525, allowing the City Manager to purchase 2 replacement blowers for the Port Acres WWTP. A RESOLUTION AUTHORIZING THE PURCHASE OF TWO (2) REPLACEMENT BLOWERS FOR THE WATER UTILITIES DEPARTMENT, WASTEWATER TREATMENT DIVISION, WITH ACFM INC, OF HOUSTON, TEXAS, IN THE PROJECTED BUDGETARY IMPACT AMOUNT OF $53,196.00. FUNDS ARE AVAILABLE IN ACCOUNT NUMBER 410-1256-532.42-00. WHEREAS, the Water Utilities Department experienced the failure of two (2) of the blowers at the Port Acres Wastewater Treatment Plant; and, WHEREAS, the two (2) failed blowers at the Port Acres Wastewater Treatment Plant need to be replaced for proper treatment of wastewater; and, WHEREAS, the blowers are from a sole-source vendor (Exhibit "B"), ACFM Inc, of Houston, Texas; and, WHEREAS, the current distributor for our area(sole source) is ACFM Inc; and, WHEREAS, this purchase is authorized by Procurement Policies and Procedures Section 3-105 Sole Source Procurement, b) Compatibility—The product must match an existing brand of equipment for compatibility and is available from only one supplier; and, WHEREAS, this procurement is exempt from the bid process under Texas Local Government Code Section 252.022, General Exemptions (A) (7) (D), captive replacement parts or components for equipment; and, WHEREAS, the sole source for bids has been evaluated by Utility Operations and Purchasing (quote sheet attached as Exhibit"A"),NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: P.
