RE: Proposed Ordinance 6736 — Budget Amendment to fund the Disaster Recovery
Housing Center
Nature of Request:
On September 25, 2018, the City Council approved Resolution 18-405 which authorized a lease
agreement between the City of Port Arthur and the Port Arthur Economic Development Corporation
to establish the "Disaster Recovery Housing Center." The DRHC will assist citizens by providing
information in applying for funding for Hurricane Harvey housing programs that are offered from
various sources, including Texas Department of Housing and Community Affairs, General Land
Office — CDBG-DR Buyout program, etc. While some level of this cost may be reimbursable from
these sources, in order to start up the, City funding will be required.
The proposed budget amendment will increase the General Fund budget by $127,200 to transfer the
funds needed for start up and staffing costs to be charged to the newly created "Disaster Recovery
Housing Center Fund".
Staff Analysis/Considerations:
The plan for the DHRC is still in development. Staffing for the center may include contractual
services, existing city staff and additional temporary support.
Recommendation:
I recommend City Council approve Proposed Ordinance 6736 amending the FY 2018-2019 budget to
provide funding for the establishment of the Disaster Recovery Housing Center.
Bucket Considerations:
This ordinance will decrease the projected ending fund balance of the General Fund $127,200 for FY
2019.

AN APPROPRIATION ORDINANCE AMENDING THE CITY
OF PORT ARTHUR BUDGET FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2018 AND ENDING SEPTEMBER
30, 2019 BY $127,200 FOR THE GENERAL FUND AND BY
$127,200 FOR THE DISASTER RECOVERY HOUSING
CENTER FUND.
WHEREAS, in accordance with Article XII, Section 9, of the City Charter,the City Council may
make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code; and
WHEREAS, on September 11, 2018, the City Council approved and adopted Ordinance 18-50
which appropriated the 2018-2019 budget.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following funds/departments Budget be increased(decreased) as shown:
General Fund Transfers Out $127,200
Disaster Recovery Housing Center Fund $127,200
Section 3. That Section 4 of Ordinance 18-50 is amended to read:
That there be and is hereby appropriated the sum of Sixty Eight Million, Five Hundred Seventy
Nine Thousand, One Hundred Forty Four Dollars ($68,579,144) to the General Fund for the payment of
the Operating Expenses, and necessary Capital Outlay for the City Government for the following
Departments and uses:

Section 4. That Section 23 of Ordinance 18-50 is added to read:
That there be and is hereby appropriated the sum of One Hundred Twenty Seven Thousand, Two
Hundred Dollars ($127,200) to the newly created Disaster Recovery Housing Center Fund for the
payment of Operating Expenses at the Center.
Section 5. The unassigned Fund Balance in the General Fund shall be decreased by
$127,200 at the end of this fiscal year if all other revenues and expenditures come in as budgeted.
Section 6. That a copy of the caption of this Ordinance be spread upon the minutes of the
City Council.
Section 7. That this Ordinance shall be effective immediately.
