RE: P.R. 20442 -Accepting the FY18 SHSP-LETPA Grant
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
accept for the FY18 State Homeland Security Program—Law Enforcement Terrorism
Prevention Activity Program grant in the amount of$77,717.16.
Background:
The Office of the Governor has notified the City of Port Arthur that the Police Department's
2018 SHSP-LETPP grant submission was approved for the amount of$77,717.16. This grant
support investments that improve the ability of jurisdictions to prevent a threatened or an
actual act of terrorism and protect its citizens and assets against the greatest threats and
hazards. The State approved project is the purchase of 18 encrypted Motorola APX6000
portable radios along with the accessories, programming and warranty for the S.W.A.T. team.
Budget Impact:
The grant is 100% funded with no grant match requirement.
Recommendation:
It is recommended that City Council approve the City Manager to accept for the FY18 State
Homeland Security Program—Law Enforcement Terrorism Prevention Activity Program grant
in the amount of$77,717.16, as discussed and/or outline above.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT
FUNDING FROM THE 2018 STATE HOMELAND SECURITY
PROGRAM-LAW ENFORCEMENT TERRORISM PREVENTION PROGRAM
(SHSP-LETPP) GRANT AWARD IN THE AMOUNT OF $77, 717 . 16
WITH NO CASH MATCH REQUIRED.
WHEREAS, on February 13th, 2018, Council passed Resolution
18-048 authorizing the City Manager to apply for the fiscal
year 2018 State Homeland Security Program - Law Enforcement
Terrorism Prevention Program grant; and
WHEREAS, City Council designates the City Manager as the
grantee' s authorized official . The authorized official is
given the power to apply for, accept, reject, alter or
terminate the grant on behalf of the City of Port Arthur; and
WHEREAS, the Office of the Governor sent notification
that the City of Port Arthur was awarded funding from the FY
2018 State Homeland Security Grant Program (SHSP) and Law
Enforcement Terrorism Prevention Program (LETPP) in the amount
of $77, 717 . 16 ; and
WHEREAS, in order to receive the aforesaid allocation, it
is necessary that the City Manager accept the award through
the Homeland Security Grants Division (HSGD) system and Law
Enforcement Terrorism Prevention Program (LETPP) by November
6, 2018 ; and
WHEREAS, the Police Department is in need of upgrading
the Special Operations interoperable communications equipment
to increase the efficiency of their emergency response
capabilities by purchasing 18 encrypted Motorola APX6000
portable radios along with accessories, programming and
warranty; and
WHEREAS, the SHSP-LETPP Grant is 1006 funded with no cash
match requirement; and
WHEREAS, the City Council finds it in the best interest
of the citizens of the City of Port Arthur that the Police
Department Special Operations Equipment purchase and field the
aforementioned Operations Equipment upon the acceptance of FY
2018 SHSP-LETPP funding; and
WHEREAS, City Council agrees that in the event of loss or
misuse of the Office of the Governor funds, City Council
assures that the funds will be returned to the Office of the
Governor in full .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to accept
funding from the Office of the Governor for Fiscal Year 2018
State Homeland Security Program-Law Enforcement Terrorism
Prevention Program (SHSP-LETPP) grant for the Police
Department Special Operations Equipment in the amount of
$77, 717 . 16 .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .

catastrophic events and to prepare the Nation for the threats and hazards that pose the greatest risk to
Federal/State the security of the United States. The HSGP provides funding to implement investments that build,
